The former County Commission had <br />: questioned the per diem and expenses of Mr. Thompson on the October, 1980, report of the <br />i North Cass Water Management Board. He explained that every water management board in the <br />i Red River Valley has to pay the expenses of their delegate to the Red River Water <br />i Management Joint Board meetings. However, as Chairman of the Executive Board, his expenses <br />i for those meetings are paid from the budget of the Red River Water Management Joint Board. <br />Mr. Wentz stated that this is in accordance with the by-laws of the Joint Board which were <br />adopted by all of the water management boards in the Red River Valley. <br /> <br />Discussion was held on an appointment to the Cass County Housing Authority. Mr. Eckert <br />submitted several names as possible appointees. He stated that several people he talked to <br />felt there should be more activity on that Board, and Mr. Theodore Lee mentioned last week <br />that they have had difficulty getting quorums to hold their meetings. Mrs. Stanton moved <br />and Mr. Larson seconded that the Board request Mr. Bud Helling, who recently resigned <br />as the director, to come in at his earliest convenience and also the new director of the <br />Cass County Housing Authority. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the Board receive and file the <br />Indemnity Bond on Lost Instrument for Betty Jo Nelson, and authorize the Auditor <br />to issue a duplicate check. On roll call vote, the motion carried unanimously. <br /> <br />Discussion continued on the contracts for conflict of interest attorneys under the <br />public defender system. Attorney Ed Murphy stated that the Courts have assigned <br />outside attorneys for conflict of interest cases. District Court Judge Norman Backes <br />stated that the Judges would hold back on the appointment of Mr. Britton to the 5 cases <br />he has remaining on his contract in the event there is a major felony where a conflict <br />might arise. He stated that Mr. Murphy's and Mr. Britton's contracts do not provide <br />exclusive rights to the conflict attorneys. Judge Backes stated that they will try <br />to keep the hourly-rate at $35.00 per hour until July 1st because the County Commission <br />did not anticipat~ an ~ncrease in costs in the present County budget, since the rate is <br />now $50.00 per hour. Attorneys Bill Kennelly and Bruce Aarestad were present and <br />expressed an interest in the public defender system. The Chairman received a letter <br />from Attorneys Fay and Griffeth also expressing their interest. The Commission will <br />keep the matter in mind so that if they wished to terminate the three year contract, <br />it could be done before the 30 days prior to the annual segment of the contract <br />as stated in the contract terms. <br /> <br />Discussion was held on the mill levy which is paid to the Red River Valley <br />Fair Association. Mr. Larson felt that one of the County Commissioners should be <br />appointed to the 9-member Fair Board since the land is owned by Cass County. <br />Mr. Hendrickson stated that the County Commission has advocated this for many years, <br />and he stated that it would call for a change in the by-laws to include the <br />County Commission. Mr. Palmer Satrom WaS present and e~couraged the Commission <br />to attend the monthly meetings of the Fair Board. Mr. Larson will discuss the matter <br />with the States Attorney. <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that the County Auditor be authorized <br />to pay Estimate #8 in the amount of $8,595.00 to J. E. Krieg & Sons on the Courthouse <br />Addition. On roll call vote, the motion carried unanimouSly. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the Board accept the resignation <br />with regrets from Mary Matteson as Cass County Extension Home Economist, effective <br />February 28" 1981. On roll call vote, the motion carried unanimously. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that Vouchers No. 13,175 through <br />No. 13,748 and Revenue Sharing Vouchers No. 237 and 238 be approved and ordered paid. <br />On roll call vote, the motion carried unanimously. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Eckert, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEBRUARY 11, 1981 <br /> <br />I Chairman Hendrickson called the meeting to order and upon roll call, all members <br />! were present. <br />i <br /> <br />Mrs. Wold moved and Mr. Eckert seconded that the'minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Upon the recommendation of Art Lieb, Juvenile Supervisor, Mrs. Wold moved and <br />Mrs. Stanton seconded that the Chairman be authorized to sign the Application to the <br />North Dakota Law Enforcement Council for continuation of funds in the amount of $8,691.25 <br />for the Probation Officer Grant, should the funds become available. On roll call vote, <br />the motion carried unanimously. <br />
