Sandberg be approved as submitted for 1979, and that the property in this assessment district (Pleasant Township) be reassessed for the year 1981 and that values be placed on the property to more truly represent the full and true market value; a copy of Mr. Miller's investigation and recommendation to be sent to the Chairman of the Board of Supervisors of Pleasant Township. On roll call vote, ~he motion carried unanimously. Upon the recommendation of the County Director of Tax Equalization, Mrs. Stanton moved and Mrs. Wold seconded that the Application for Abatement and Settlement of Taxes 'submitted by Jeff Wollitz of West Fargo be approved for the year 1979 only, since the statute of limitations does not permit the abatement to be approved for the years 1977 and 1978 as also requested in the application. On roll call vote, the motion carried unanimously. Upon the recommendation of the County Director of Tax Equalization, Mrs. Wold moved and Mr. Eckert seconded that the Application for Abatement and Settlement of Taxes for Mrs. Genevieve Tamerius be approved as submitted. On roll call vote, the motion carried unanimously. A public hearing was held at 10:00 A.M. for the purpose of having local citizens and groups present written or verbal comments on how they think the Entitlement Period 12 Federal Reyenue Sharing Funds should be spent. No one appeared and no written comments ,were received. Upon the request of Mr. Al Baanna, Mrs. Stanton moved and Mr. Larson seconded that the Cass County Commission grant approval of the application of Galvanizers, Inc. for a 100% income tax exemption for 5 years. The motion carried on roll call vote with Mr. Eckert opposing. Mr. Larson suggested that the County Commission question the members of the Cass County Housing Authority Board to see how many wish to actively remain as members, and he suggested that the Commission request a copy of the attendance records for the past two years. The Auditor will arrange for the former director and the new director to meet with the Board about the middle Df March. Mr. Irv Rustad presented the Quarterly Report of the Lake Agassiz Regional Council. A large delegation of rural residents appeared before the Board regarding a proposed regional airport authority. Mr. Leslie Roach, Vice President of the Cass County Township Officers Association, spoke on behalf of the group. He stated that the rural residents basically feel that the support of such a facility should be from those who use it, rather than from property taxes. They strongly urged that the Commission not commit Cass County to the Fargo Airport Authority until the Fargo Airport Authority has secured a similar agreement or commitment from the City of Moorhead and Clay County in Minnesota. On motion by Mr. Larson and seconded by Mrs. Wold, the meeting was adjourned. ADJOURNED MEETING OF CASS COUNTY CQMMISSIONERS FEBRUARY 18, 1981 Chairman Hendrickson called the meeting to order and upon roll call, all members were present. Mrs. Stanton moved and Mr. Larson seconded that the minutes of the previous meeting be approved as written. Motion carried. Discussion was held with the County Road Superintendent on the proposed road construction program for 1981. The proposal consists of approximately 20 miles of road, and Mr. Grindberg estimated the cost of the projects to be $800,000.00. The proposed construction would be County Road 26 from Page to County Road 5, County Road 26 from County Road 5 to State Highway 18, and 3 miles from Erie to County Road 26. Another possibility would be including paving of 1.7 miles between Traill and Cass Counties if Traill County is willing to pay half of the project co~t which is estimated at $206,000.00. The Board discussed calling for bids ~n the bas~s of a total project cost and on the basis of breaking the project down ~nto segments. The Chairman received a copy from Mr. Henry Wisness, of Senate Concurrent Resolution No. 4027 for an amendment of the State of North Dakota relating to eminent domain. for each Commissioner and for the Road Superintendent.
