<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />5855 <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />MAY 9, 1979 <br /> <br />Chairman Satrom called the meeting to order and upon roll call, all members were <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meetings of <br />!May 1st and May 2nd be approved as written. Motion carried. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the Chairman be authorized to sign ~lat of Sunset <br />Tthe Plat of Sunset Subdivision in the SE~ of Section 36, Barnes Township, acknowledging $ubd. reviewed & <br />that the County reviewed the plat which is within the two-mile extra territorial jurisdictionl signed by Co. <br />of the City of Fargo. Motion carried. I <br /> <br />Upon the recommendation of the County Road Superintendent, Mrs. Wold moved and <br />Mrs. Stanton seconded that Cass County Electric Cooperative be granted permission to bury <br />cable under County Road 14 and County Roa~ 17 south of Horace. Motion carried. <br /> <br />Mr. Grindberg reported that the Federal Highway Administration will begin their <br />inspections on Monday of the flood-damaged roads and bridges in Cass County. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the County authorize Attorney Duane <br />Breitling to proceed with an appeal to the North Dakota Supreme Court on Judge Garaas' <br />opinion on the law suit with the City of Fargo over bridge construction. Discussion <br />followed in which Mrs. Wold asked that the County not give up attempts to come to <br />some type of agreement in the meantime with the City of Fargo even if the motion passes <br />to appeal the case. At the call of the question, the motion carried with only <br />'Mr. Hendrickson voting "No". <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the following Officer's Reports <br />for April be received and filed: Motion carried. <br /> <br />Clerk of Court <br />County Court <br />Register of Deeds <br />Sheriff <br /> <br />$ 2,716.50 <br />$16,081.10 <br />$ 9,306~70 <br />-$ 3,529.20 <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Indemnity Bond on <br />Lost Instrument for Earl Reisdorph be received filed and the Auditor authorized <br />to issue a duplicate check. Motion carried. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that the Application for Abatement <br />and Settlement of Taxes for Don Reierson be received, filed and referred to <br />Wiser Township. Motion carried. <br /> <br />A letter was received from the State Social Service Board regarding four terms <br />which expire July 31, 1979, on the County Social Service Board. Mr. Sondrall reported <br />that Mrs. Pat Beckman does not wish to serve another term, but Richard Hilborn and <br />Emery J. Roy are willing to be considered for another term. Mrs. Pat Hildahl had not been <br />contacted as yet. <br /> <br />Upon the request of Bonnie Sorenson, Director of the Child Support Enforcement Program, <br />Mrs. Wold moved and Mrs. Stanton seconded that the Chairman be authorized to sign the <br />contract renewal for the Child Support Program. Motion carried. <br /> <br />The Board received a proposed agreement from Attorney Charles Chinquist for his <br />firm to contract with the County to furnish legal serVices to persons in need of a <br />Court-appointed attorney. District Court Judge Norman Backes was present and stated that <br />he feels Cass County may be ready for this type of a system. It was thought that <br />Burleigh County in Bismarck has a Public Defender Office. Mrs. Wold moved and <br />Mr. Hendrickson seconded that the proposed agreement from Charles Chinquist be received <br />and filed, and the Board set the date of May 30, 1979, for receiving proposals from other <br />interested law firms. Motion carried. <br /> <br />Upon the request of Tom Jensen, County Social Services Director, Mrs. Stanton moved <br />and Mrs. Wold seconded that a letter be written to Governor Arthur Link requesting <br />408 funding for disaster related necessary expenses and serious needs due to the recent <br />flooding, said program to be administered through the County Social Services Office. <br />Motion carried. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the County grant retro-active <br />approval of out of state travel to Twin Valley and to Glyndon, Minnesota, for two <br />County Social Services case workers. Motion carried. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that four staff members of the County <br />Social Services Office be authorized to attend the Child Welfare League Conference <br />in Winnipeg on May 29th through June 2nd. Motion carried. <br /> <br />Mrs. Wold moved and Mr. Hendrickson seconded that three staff members of the <br />County Social Services Office be authorized to attend the Alcoholism Workshop at the <br />Moorhead State University on June 4th through June 8th.
