<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br /> <br />5845 <br /> <br />The Auditor reported that 1979 matching funds for Off-System Highways has been <br />appropriated by Congress but they have not been released by the President. At the <br />5-County meeting in Hillsboro on March 12th, Cass County was instructed to send <br />a resolution to the congressional delegation urging the release of these funds. <br />The Auditor contacted Henry Wisness of the State Highway Department and he stated <br />that the State has some projects that have already been let which are not funded <br />at this time. The Auditor asked the County Road Superintendent to check on the <br />projects which involve Cass County before this resolution is written to the congressmen. <br /> <br />Upon the request of the Fargo Chamber of Commerce Crime Prevention Committee, <br />Mrs. Wold moved and Mr. Sondrall seconded that the Chairman be authorized to sign the <br />'grant application to the Law Enforcement Council for a 3-year pilot project to organize <br />criminal justice systems through one organization, which would be the Crime Prevention <br />Committee of the Fargo Chamber of Commerce. Motion carried. <br /> <br />The term of Mr. Ben Hahn on the Southeast Mental Health and Retardation Center <br />Board of Directors expires April 1st, and the Board set the date of March 28th <br />for the appointment. <br /> <br />Mr. Gordon Sletmoe presented a plaque to Steve Grindberg, County Road Superintendent, <br />on behalf of the North Dakota Disaster Emergency Agency for his cooperation and hts <br />'keeping of records relating to the flood disaster. Mr. Sletmoe also received a plaque <br />from the State of North Dakota for his outstanding service in emergency work. <br /> <br />Mrs. Wold moved and Mr. Sondrall seconded that Art Lieb, Juvenile Supervisor, <br />be authorized to attend the National Leadership Institute in Denver on <br />March 25th-28th at no expense to the County. Motion carried. <br /> <br />Mr. Lieb presented the annual report from his Department. <br /> <br />Mrs. Wold moved and Mr. Sondrall seconded that the County continue the lease <br />with Abby Johnson for pasture land in the SW~ of Section 6, Rochester Township, <br />for $150.00 for the year. Motion carried. <br /> <br />On motion by Mrs. Wold and seconded by Mr. Sondrall, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br />MARCH -21, 1979 <br /> <br />Chairman Satrom called the meeting to order and upon roll call, all members <br />were present. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Regarding the Board's discussion last week on the possibility of the counties <br />not receiving 1979 Federal matching funds for Off-System Highways, Steve Grindberg <br />reported that he talked to Henry Wisness of the State Highway Department and there is <br />money available at this time for the projects which Cass County has already let on bids <br />under this program. However, 'there may not be money for future projects. <br /> <br />A letter was received from the North Dakota Highway Department asking the counties <br />to inform their delegates in Washington that money for the Safer Off-System Program <br />has not been allocated to North Dakota for 1979. The Auditor informed the Board <br />that he wrote a letter from Cass County to the North Dakota Congressmen in Washington <br />urging them to take whatever steps are necessary in order for North Dakota to continue <br />to receive these funds. The Board suggested that the Auditor send a copy of our letter <br />to the Secretary of the East Central Commissioners Association and have him send a <br />similar letter from the Association. <br /> <br />Mr. Gaylen Nudell who lives in Section 6, Howes Township, appeared before the Board <br />to request permission to level the township road which is dead-ended at Interstate 94 <br />since he owns the land on both sides of this road in Sections 5 and 6. The Board <br />questioned whether it would be within their power ,to grant such permission, <br />and they requested the County Road Superintendent to confer with the States Attorney <br />and possibly the State Highway Department, and report back to the Board next Wednesday. <br /> <br />Mr. Sondrall received letters from the State Highway Department on their schedule <br />of plans for widening University Drive from the The Bowler south. <br /> <br />Mr. Satrom received a letter from the State Highway Department concerning <br />bridge replacement on State Highway 46 over the Wild Rice River and over the <br />Sheyenne River east of Kindred.
