ROAD DEPARTMENT MEETING <br /> AUGUST 21, 1990, 1:30 PM <br /> 1. INFORMATIONAL MEETING <br /> An informal meeting was set for this date and time for a progress review <br /> of the County Road Department's 1990 work plan. All Commissioners were <br /> present as follows: Gene Shannon, Sharon "Pepper" Toussaint, Don Eckert, <br /> Oscar Sondrall, and Alon Wieland. Also present were States Attorney Robert <br /> Hoy, County Engineer Don Richards and Road Superintendent Steve Grindberg. <br /> 2. HARWOOD BRIDGE <br /> Condemnation proceedings will be necessary to obtain necessary right of <br /> way for construction of the bridge east of Harwood, according to Don <br /> Richards. <br /> The City of Harwood wrote a letter about their concerns on the new bridge. <br /> Don Richards suggested meeting with the city council. He said he talked <br /> with the Harwood City Auditor about signs and possibly a flashing light <br /> signal for the school. Mr. Shannon asked him to put this in a letter. <br /> He also asked Mr. Richards to write a letter to the Harwood City Council <br /> initiating a meeting with them at their next regular council meeting, and <br /> to keep the Commission posted. <br /> 3. CONTRACTOR'S PAYMENTS <br /> Don Richards asked the Commission to review policy on paying bills to <br /> contractors for work done and to discuss it with the county accountant. <br /> When the county owes a contractor a large amount of money, Mr. Richards <br /> thought the County should pay these rather than waiting for the regular <br /> bill payment cycle at the end of each month. Mr. Wieland thought contractors <br /> had this built into their contracts, and Mr. Shannon suggested including <br /> the county's bill paying policy in construction contracts. Until further <br /> action, warrants will continue to be handled with the regular payment of <br /> bills the first of each month. <br /> 4. PROJECT REVIEW <br /> Don Richards said the County has made good head -way on projects since the <br /> beginning of the 10 mill levy. He said 14 bridges were done this year. <br /> 5. RAILROAD CROSSING SIGNAL UPGRADES <br /> Don Richards recommended that the county participate with the federal <br /> government for funding five locations on FAS routes for upgrading railroad <br /> crossing signals at an estimated cost of 10 or $28,000, to Cass County. <br /> Steve Grindberg said one other location, on County Road 3, will be upgraded <br /> on the basis of the federal government paying 97% and the County share being <br /> 3 Mr. Richards recommended that the county participate and said it would <br /> not be necessary to budget the county share until 1992 because work will <br /> not start until the fall of 1991. <br /> 6. CORRESPONDENCE RELATING TO ROAD DEPARTMENT <br /> Mr. Shannon said the Commission has recently received and filed several <br /> letters pertaining to the Road Department. He requested input from the <br /> Engineer and other Commissioners. <br />
