Two letters from North Dakota Department of Transportation (DOT) regarding <br /> special alert on bridges and posting bridge weight limits. Mr. Richards <br /> said the Road Department has a good sign inventory program, and he is <br /> comfortable saying all bridges are signed. He said the State takes pictures <br /> of signs when they inspect every two years. Mr. Hoy suggested that the <br /> Road Department take pictures when a sign is first installed, with the date <br /> and location documented for the County's future quick reference. <br /> Mr. Shannon said there is a deadline of November 1, 1990, for responding <br /> to the July 31 and August 1, 1990 correspondence from the North Dakota DOT <br /> on Cass County's bridge situation. Mr. Richards said he will review the <br /> correspondence and prepare a response. <br /> 7. BRIDGE DAMAGED BY PRIVATE PARTY <br /> A bridge on a township road on the west side of Section 29, Everest Township, <br /> was damaged by an overloaded farm truck owned by William Dittmer at <br /> approximately 8:30 a.m. August 1, 1990. Mr. Richards was disappointed <br /> with the Sheriff's accident report, which listed damage as $50.00. Mr. <br /> Richards said the damage is more like $50,000. Mr. Hoy advised Mr. Richards <br /> to contact the Sheriff's Department immediately to get the accident report <br /> corrected and amended. Commissioners were in agreement that he contact <br /> the Sheriff's Department as soon as possible. <br /> 8. DUMP SITE CLEAN UP <br /> The dump site clean -up in Barnes Township is scheduled for August 22nd at <br /> 8:00 a.m. The work will be done by Road Department crews. Mr. Shannon <br /> asked for before and -after pictures of the site. <br /> 9. FLOOD DISASTER DOCUMENTS <br /> Representatives from the State Division of Emergency Management will be <br /> meeting at the County Road Department on August 22, 1990, regarding <br /> documentation of the April, 1989, flood. <br /> Mr. Richards said his department has a standard form for documentin9 flood <br /> damages. He said his department immediately contacted all townships and <br /> other public agencies after the flood asking if they had any damages. The <br /> Road Department documented every site that had been damaged. They met with <br /> Office of Emergency Preparedness (OEP) and filled out Disaster Survey <br /> Reports for every spot they received requests for. Mr. Richards and Steve <br /> Grindberg then talked with State officials and with two guys from Denver <br /> OEP. Steve Grindberg signed all of the work sheets that had been prepared <br /> on damage sites in Cass County and the work sheets went back with the Denver <br /> team. He said copies were never sent back to the Cass County Road <br /> Department, and Mr. Richards did not know how all the damages were figured. <br /> He said townships were notified to keep their receipts. <br /> The Road Department then got a check for $59,000 which is supposed to be <br /> the Federal share, or 75 that was to be sent to various applicants. <br /> Mr. Richards said all of the funds that were available were distributed <br /> last December. He said the disaster amounts did not trail with other <br /> reports, and then the Denver office bypassed the County and went to the <br /> State Office and to county residents. <br /> Mr. Richards said the Road Department did complete the responsibilities <br /> they were supposed to do, and told the townships to do theirs. He said <br /> the only thing lacking is bills from some of the townships. <br />
