The County Road Department did a lot of the work cheaper than what was <br /> estimated by the survey team. They spent $9,000 on one project where it <br /> was estimated to take $16,000. The County may have to return the $7,000 <br /> difference. Steve Grindberg said it was his understanding that there <br /> wouldn't be an audit for any project under $35,000 and that they wouldn't <br /> have to return money if a project cost less to repair than was estimated. <br /> Don Richards said they have until November 8th to complete all of the <br /> projects. This was the first year they received the 75% Federal money before <br /> actually doing the work. Now the work must be done and small project forms <br /> completed before the State sends their 10 <br /> 10. FOREST RIVER ROAD <br /> Don Richards questioned whether the Forest River road is eligible for <br /> disaster funds because he feels the road has lived its life. He said OEP <br /> went out to the site, and township resident Tom Garske presented the case <br /> for the township. They arrived at the damage figures at that time. Then <br /> Stanley Township got involved and said this is not a township road. <br /> Tom Garske feels the road was damaged by trucks doing dike work. OEP said <br /> they wouldn't pay for damage done by the Corps of Engineers. Mr. Richards <br /> said State officials will have to make the decision on whether the road <br /> qualifies for disaster funds. He is comfortable that the County did their <br /> part in the process, and he thinks the estimate was made by the right people. <br /> Robert Hoy thinks this should be considered a public road. Don Richards <br /> said the township admits they own the roadbed. Mr. Shannon hopes some <br /> conclusion can be reached tomorrow at a meeting called by the State. <br /> 11. ROADS WITHIN URBAN JURISDICTIONS <br /> Mr. Shannon referred to a letter from the City of West Fargo regarding their <br /> street reconstruction program. He said the County has to take a position <br /> on what the official policy is on roads within urban jurisdictions. Don <br /> Richards said the County Road Department has been taking care of the roads <br /> through small cities. Mr. Eckert said County roads go through small towns. <br /> Mr. Shannon said he plans to organize a commission work plan and develop <br /> policy by getting some outside help. <br /> 12. 52ND AVENUE SOUTH IMPROVEMENTS <br /> Don Richards said 52nd Avenue South will be built in April, 1991. Letter <br /> from City of Frontier dated August 15, 1990, requesting that their share <br /> be paid in five equal annual payments of $2,000 each, payable in May, <br /> beginning May of 1991, with the option of making larger payments annually <br /> if possible. There was consensus among the Commissioners to prepare a new <br /> contract with Frontier, but the States Attorney suggested not writing a <br /> new contract until next spring. Mr. Shannon asked for a copy of the letter, <br /> and he will respond asking the City of Frontier to reassess their situation <br /> next spring. <br /> 13. UTILITY PERMIT APPROVAL <br /> Don Richards asked if the Board needs to approve utility permits because <br /> the Road Department has standard requirements that must be met by utility <br /> companies. Mr. Wieland thought this was a statutory requirement, and the <br /> States Attorney will investigate this. If not statutory, the board could <br /> set policy on whether they want to continue acting on utility permits. <br />
