I am not sure if the Sheriff's Office has <br />budgeted for replacement of the system in previous years, however, both Glenn <br />Ellingsberg and I budgeted funds in 2007. The Commission chose to delete the <br />funds from the Sheriff's budget but kept the funds in Buildings and Grounds. <br /> <br />At the time of the budget sessions, I was having difficulty locating vendors who <br />would travel to Cass County to review the situation and provide bids for the <br />eleven-bed facility. Most security vendors consider this a small project and <br />simply are not interested, There are no local security hardware/software <br />vendors. <br /> <br />During a recent jail visit with our current security vendor, Accurate Controls, I <br />asked them to take a little time to review the project at the Juvenile Detention <br />Center. They agreed to do so, and submitted a bid for $123,600. Since this <br />was over my budget, I discussed this with board members and sheriff's staff at <br />the December rotational meeting. <br /> <br />Since that meeting, I have had an opportunity to discuss the proposal in greater <br />detail with Birch Burdick, Glenn Ellingsberg, Mike Montplaisir and Chairman <br />Scott Wagner. There is a consensus that the security upgrade is needed in the <br />facility for the safety of the staff and the security of those who are detained. I <br />would request authorization to move $100,000 in funds from the new employee <br />line item at the Jail to the Annex operational budget for the purpose of replacing <br />the outdated security system. The existing sales tax fund will be used to <br />reimburse the Jail employee fund as allowed by Ordinance #1999-1 for <br />"operation of a county jail". <br /> <br />2) On December 19th, the heating coil began leaking at air handler #1 at the <br />Cass County Annex. As you can see from the enclosed invoice, the 40-year <br />old cast iron header began leaking small amounts of fluid. The invoice goes on <br />to say that no repairs were made but that Cass County would keep a close eye <br />on the leak. <br /> <br />I chose not to make repairs on the heating coil because the cost would be <br />211 NlI1th :-;tft'l't Stluth substantial and the cooling coil is in the same condition.
