Cass County Commission
December 26, 2006
Page 2

I obtained two proposals for repair. The first proposal from Honeywell, our
current HV AC vendor, is for $61,834. The second proposal from Grant's
Mechanical is for a cost not to exceed $39,400. I have enclosed a copy of each
proposal and I would recommend accepting the Grant's Mechanical proposal
for replacement of air handler #1.

The existing unit is large and will have to be cut into small pieces to be taken
out of the doorways. The new unit will come as a "puzzle" and will be
assembled on site.

I propose funding this equipment from my existing Annex budget in place of the
$40,000 carpeting proposal for 2007. About one month ago, I had a carpet
expert at the Annex who indicated there was at least five years of wear left on
the existing carpet. The 10% of wear is located under staff chairs and I would
recommend plastic carpet protectors be purchased similar to those used at the
Courthouse. I will purchase these from the Annex budget.

I wanted you to be aware of the changed expenditures, however, all of the
funding exists in the Annex buildings and grounds budget.

The Annex has two additional 40-year old air handlers and I will budget to
replace them next year when no carpet projects will be scheduled at either the
Annex or the Courthouse.

SUGGESTED MOTION:
Move to authorize the County Auditor to amend the Buildings and Grounds-
Annex-General Maintenance budget to add $100,000 for security replacement
in the Juvenile Detention Center by moving funds from the Jail operations
budget for new employees; and to amend the Jail operations budget to add
$100,000 from the Jail Sales Tax Fund; and move to award the air handler
replacement to Grant's Mechanical at a cost not to exceed $39,400.

Enclosures

"'VMl.lllllrG, W1lJllIr"
