Comm. Minutes--April 18, 1989 230 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />APRIL 18, 1989 <br /> <br />1. MEETING TO ORDER <br />Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />2. MINUTES APPROVED MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded that the <br /> minutes of the April 4, 1989, meeting be approved as <br /> corrected. Motion carried. <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Shannon seconded that the <br />minutes of the April 6, 1989, meeting be approved as <br />written. Motion carried. <br /> <br />3. DISASTER EMERGENCY MANAGER, Commendation for flood work <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded that the <br /> Chairman send a letter to commend Glenn Ellingsberg, <br /> Disaster Emergency Manager, and his staff for the many long <br /> hours of work and excellent coordination throughout the <br /> department during the recent flooding in Cass County. <br /> Motion carried. <br /> <br />4. ROAD DEPARTMENT, Commendation for flood work MOTION, passed <br /> Mr. Shannon moved and Mr. Sondral] seconded that the <br /> Chairman send a letter to the County Road Department <br /> expressing appreciation for their many ]ong hours of work <br /> during the recent flooding in Cass County. Motion carried. <br /> <br />5. SLEEPY HOLLOW, Special assessment district for pavin~ project <br />Attorney Daniel Twichell and representatives of Lightowler Johnson <br />Associates were present along with Randy Herman, spokesman for the <br />Sleepy Hollow home owners, requesting the County Commission to sign <br />various resolutions in regard to the creation of Street Improvement <br />District No. 1989-1 for paving in Sleepy Hollow (Holman's 1st <br />Subdivision). <br /> <br />Dennis Oye from Hubert Oye & Sons Construction stated that the <br />project calls for four inches of asphalt, and he does not believe <br />this is enough. Tom Berg from Lightowler Johnson stated that the <br />home owners will have a choice of putting on six inches of asphalt if <br />they feel they can afford it after receiving bids. <br /> <br />Commissioners Shannon and Wieland felt that the County's role in the <br />proposed project is to allow for it to happen after certain legal <br />requirements are met, not to become involved in an engineering <br />question. <br /> <br /> <br />
