Appeal of John Williams Property at Horace, ND

John Williams at 406 4th St E Horace ND indicated that he thought his assessment was
too high. He stated that he received a notice of increase from the local assessor and noted
that there were math errors on the notice. His assessment was raised from $78,100 to
$94,500 for 2004. He also indicated that he was not able to attend the Horace City
Equalization meeting, as he was out of town. He states that no major improvements have
been made, he has no curb and gutter, and that his trees are die because of chemical drift
from field spraying. He also states that his driveway is ruined. Mr. Williams stated that
he wants the property looked at.

I did visit the property and visited with Mr. Williams. The 3 bedroom, one bath rambler
was built in 1993 and has an attached garage. There is one bedroom with egress window
located in the basement. A downstairs family room is partially finished.

I reviewed sales and assessments in Tiffany-Rose Addition and considered the
information that Mr. Williams presented. There appears to be some confusion
concerning some minor points surrounding the assessment. Considering all factors, it
would be my opinion that the assessment is slightly high. It would be my
recommendation to lower the assessment $3,000 to $91,500. Also, I would recommend
that the local assessor inspect the property for 2005.

Suggested Motion:

"I move that the John Williams assessment at 406 4th St E be set at $91,500 for 2004
and that the local assessor review the assessment and inspect the property for 2005."
