However, Mrs. Wold felt that the County should delay putting <br />!any money into this building since there is an Office Space Planning Committee studying <br />the County's problem of shortage of office space. The Auditor stated that a letter <br />[was received some time ago that the Courthouse would also be surveyed to determine <br />!accessibility standards, but there has been no further contact on this matter. Mrs. Wold <br />isuggested that no changes be made in the Courthouse until the County has been <br />iC9ntacted further. <br /> <br />Mr. Richard Hilborn, Chairman of the County Office Space Planning Committee, along <br />iwith other members o,f that committee appeared before the Board to report on their <br />iinvestigation of the Emerson-Smith School building on 11th Street and 2nd Avenue South. <br />The Committee recommends the purchase of the Emerson-Smith building which is adjacent <br />,to other County property and the possible selling of the Annex on Main Avenue. There are <br />36,789 square feet at the Emerson-Smith building, and it has been appraised between <br />'$200,000-$300,000. Mr. Sondrall moved and Mrs. Stanton seconded that the County hire <br />an appraiser for the Cass County Annex on Main Avenue in order for the Board to have <br />~an idea of what to expect if they were to sell that building. Motion carried. <br /> <br />The Office Space Committee also recommended that repairs be made in the Sheriff's <br />Residence. Mr. Sondrall reported that the County maintenance men have intended to do. some <br />repairs on the Sheriff's Residence but felt they should wait until the new Sheriff <br />'takes office. Mrs. Wold suggested that this matter be placed on the agenda for next week, <br />~and that the item on the Emerson-Smith building be placed on the agenda after an appraisal <br />is made of the Cass County Annex. <br /> <br />Fargo Police Chief Ed Anderson and Mr. Arnie Rooks, Training Officer, appeared before <br />the Board to report that the Regional Training Center is being used extensively and <br />regularly, despite rumors that it is being used very little. They stated that they will <br />,make an annual report to the County Board on the activities at the Training Center. <br /> <br />Upon the request of the agricultural and soil conservation offices in West Fargo, <br />Mrs. Stanton moved and Mr. Hendrickson seconded that Walt Ness, County Extension Agent, <br />be authorized to set up an office for- one- agricultural agent in the same building as the <br />,County agricultural offices in West Fargo for the convenience o~ the rural people. <br />(Motion carried. <br /> <br />Chief Deputy Sheriff Don Rudnick presented a breakdown on the cost per mile of the <br />County owned cars and of the deputies cars, for which the County is paying 209 per mile. <br />Mr. Satrom moved and Mr. Hendrickson seconded that the County advertise for bids for <br />additional County-owned cars for the Sheriff's Department. Poulson of Wheatland concerning a flood situation was referred Corres. from <br />to Mr. Hendrickson to organize the County Commission and the water management board who has H.G. Poulson of <br />jurisdiotion in the area to view the situation with the Poulson's. Wheatland <br /> <br />A letter from Attorney William A. Hill concerning a traffic accident on a Reed Township <br />road will be referred to the Dawson Insurance Company. <br /> <br />Concerning the Board's recent discussions on contracting with the rural areas for <br />police protection, a letter was received from the City of Arthur informing the County <br />that they would be interested and would endorse such a program. Mrs. Stanton moved and <br />Mr. Hendrickson seconded that the letter from the City of Arthur be received and filed. <br />,Motion carried. <br /> <br />The Auditor reported that the City of Moorhead accepted the County's offer of <br />$14,000 for the 35 used voting machines. <br /> <br />Mrs. Stanton asked that an item be placed on next Wednesday's agenda concerning <br />the County Sanitarian services. <br /> <br />On motion by Mr. Satrom and seconded by Mr. Hendrickson, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />SEPTEMBER 27, 1978 <br /> <br />Chairman Wold called the meeting to order and upon roll call, all members were <br />~present. <br /> <br />Mr. Hendrickson moved and Mr. Sondrall seconded that the minutes of the previous <br />meeting be approved as written.
