<br />I Upon the request of the Disaster Emergency Services Director, Mrs. Stanton moved
<br />land Mr. Sondrall seconded that the Chairman be authorized to sign the request for funds
<br />Ifrom the Federal Government for projected program activities for the coming year in the
<br />iamounts of $1,000 for updating the County Radio System, $30,000 for updating the warning
<br />!system in the City of Fargo and $2,000 for updating equipment in the Emergency Operations
<br />icenter. Motion carried.

<br />i Chairman Wold called the meeting to order and upon roll call, all members were present.
<br />I
<br />i Mr. Sondrall moved and Mr. Satrom seconded that the minutes of the previous meeting
<br />Ibe approved as corrected. Motion carried.
<br />
<br />i Concerning the County Road 31 bridge project near Harwood, Roger Fenstad from the
<br />[Moore Engineering Company presented a copy of a letter from the bridge contractor,
<br />'James J. IgQe & Sons Construction, Inc. along with a copy of a letter they received
<br />Ifrom F-M Ready Mix concerning the current cement shortage. Mr. Fenstad also expressed
<br />,concern over the temporary bridge which the contractor built for construction use,
<br />ibut which is being used by local traffic despite the "Road Closed" signs. The contractor
<br />ihad agreed to allow a West Fargo School Bus use the bridge to save miles but he requested
<br />la letter from the school district that the contractor would not be liable for the bus crossi
<br />ithe construction bridge. The Board aSked Mr. Fenstad to contact the West Fargo School
<br />!superintendent and have him view the bridge and perhaps they would decide not to allow
<br />Ithe school bus to use it since there are no guard rails and it was for construction use.
<br />:Mr. Hendrickson stated that he will contact Mr. Jim Igoe and discuss their work on the
<br />Ibridge and if they intend to meet the completion date this fall.

<br />I Mrs. Stanton moved and Mr. Hendrickson seconded that the Cass County Commission
<br />lapprove the Fargo-Moorhead Metropolitan Housing Plan as prepared by the Metropolitan
<br />jCouncil of Governments. Motion carried.

<br />i Mr. Virgil Mueller, Criminal Justice Planner for the Lake Agassiz Regional Council,
<br />lappeared before the Board concerning law enforcement services to rural areas. The Board
<br />lasked Mr. Mueller for research material in the area of contract ,policing, and they
<br />Isuggested setting up a separate meeting between the Sheriff's Department, Lake Agassiz
<br />land the County Commission.

<br />! Glenn Ellingsburg from the Sheriff's Department r~ported on the expenses of the
<br />!County-owned cars over the past 10 months. The Commissioners requested a figure on the
<br />Jcost per mile of County-owned and private-owned cars, and Mr. Ellingsburg stated that
<br />Ihe could obtain this figure for next Wednesday along with discussing the possibility
<br />lof the County purchasing additional cars.

<br />, Attorney Jonathan Garaas again appeared regarding the Plat of Headland-Rutten 4th
<br />IAddition in Stanley Township. Mrs. Stanton moved that the plat not be approved for reasons
<br />Idiscussed previously concerning sewage and soil conditions and the problems for potential
<br />Ibuyers of these lots. The motion failed for lack of a second. Attorney Garaas stated
<br />Ithat only one person has had difficulty with their septic system and this was due to the
<br />Ifact that they did not install the proper system.

<br />!Mrs. Wold relinquished the Chair to second the motion. However, Mr. Hendrickson suggested
<br />'that more percolation tests be taken before the Board approves or disapproves this plat.
<br />:Mr. Lunde from the State Soil Conservation Service stated that he will obtain information
<br />ion how many percolation tests are required by other political subdivis~ons, and the Board
<br />lasked him to forward the information to County Sanitarian Dick Brumfield as soon as
<br />ipossible. Maurice Anderson from the Fargo Planning Office stated that recent annexations
<br />ito the City of Fargo may put this subdivision more within the 2 mile extra-territorial
<br />!jurisdiction of the City of Fargo. Mrs. Stanton moved and Mrs. Wold seconded that the
<br />Jmotion to deny the plat be withdrawn and that the County Commission postpone a decision
<br />luntil there is further information to determine how many percolation tests should be made
<br />land also because of Fargo's extra-territorial jurisdiction. Motion carried.

<br />i Upon the recommendation of Barnes Township, Mrs. Stanton moved and Mr. Hendrickson
<br />I'seconded that Russell Ferch be appointed to the West Fargo Planning Commission as a rura~
<br />member to replace Robert Meyer. Motion carried.

<br />i Mr. Hendrickson reported that he contacted Jim Eigo, Contractor for the County Road 31
<br />!bridge at Harwood, and was informed that a larger crew will be moved to the site on
<br />iMonday, September 18th, and that F-M Ready Mix will be supplying the concrete when it is
<br />Ineeded. Mr. Eigo stated that he intends to complete the project yet this fall.

<br />I Mr. Sondrall moved and Mr. Satrom seconded that the following Officer's Reports
<br />Ifor August be received and filed: Motion carried.
