PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Mr. Satrom moved and Mrs. Stanton seconded that Cass County Electric be authorized to bury cable under County Road 20, in Section 16, Reed Township. Motion carried. Mr. Satrom moved and Mrs. Stanton seconded that Cass County Electric be authorized to bury cable under County Road 20 in Section 15, Reed Township. Motion carried. Mr. Hendrickson moved and Mr. Satrom seconded that Cass County Electric be authorized ito bury cable under County Road 14 in Section 27, Stanley Township. Motion carried. , Mr. Satrom moved and Mrs. Stanton seconded that Northwestern Bell Telephone Company 'be authorized to bury cable along County Road 17 in Reed Township between County Road 10 ;and County Road 20. Motion carried. Mr. Satrom moved and Mrs. Stanton seconded that Northwestern Bell Telephone Company !be authorized to bury cable under County Road 26 at Gardner. Motion carried. Discussion continued from last week on the residency requirements of the Cass County tRoad Department. Mr. Hendrickson moved and Mr. Satrom seconded that the following policy ,be adopted: "Effective August 1, 1978, all new permanent employees hired by the Cass County 'Road Department must live in Cass County or within a 15 mile radius of any Cass County Shop. IFull time employees now working for the Cass County Road Department who move from-their 'present address must relocate within Cass County or within a 15 mile radius of any Cass County Shop". After discussionJ the motion carried on a roll call vote with Mrs. Stanton voting "No". Mr. Hendrickson then moved that the County accept Mr. John Lewis' voluntary termination :of his employment with the Cass County Road Department. The motion died for lack of a :second. Mrs. Wold suggested that the Board discuss this further with Mr. Lewis 'at a separate time. Mr. Hendrickson moved and Mr. Satrom seconded that the above matter be left to the discretion of Roy Scheffler, County Road Superintendent. Mr. Hendrickson moved and Mr. Sondrall seconded that the letter from Cass County confirming their position on the line.move along County Road 5 be received and filed. 'Motion carried. Upon the request of Mr. Marshall ~oore from the Moore Engineering Company, Mr. moved and Mr. Satrom seconded that the County pay $1,550.25 to Midwest Testing and '$3,046.00 to the Moore Engineering Company from the County Road and Bridge Fund for fees on the County Road 20 bridge which was damaged by the 1975 flood, and which were not eligible for reimbursement from the Federal Government. Motion carried. i Mrs. Stanton moved and Mr. Satrom seconded that Vouchexs No. 52,944 through :Vouchers apprvd. No. 53,554 and Revenue Sharing Voucher No. 172 be approved and ordered paid. Motion carried. On motion by Mr. Satrom and seconded by Mr. Hendrickson, the meeting was adjourned. ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS AUGUST 9, 1978 Chairman Wold called the meeting to order and upon roll call, four members were present with Mr. Sondrall being absent. Mr. Hendrickson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Mrs. Stanton moved and Mr. Satrom seconded that the Northwestern Bell Telephone Company be authorized to bury cable under County Road 16 south of St. Benedict. Motion carried. i NW Bell utility permit granted i Upon the request of the City of Riverside, Mr. Hendrickson moved and Mr. Satrom Rural appt. to seconded that Gregory Sprecher be appointed to the Riverside Planning and Zoning Con~ission ~iverside planning in order for the City to exercise their ~ mile extra-territorial jurisdiction. Motion carrieq. & zoning comm. Mr. Hendrickson moved and Mrs. Stanton seconded that the Application for Abatement and Settlement of Taxes for the National Alfalfa Dehydrating and Milling Company be approved in accordance with the recommendation of the County Director of Tax Equalization. ,Motion carried. Art Lieb, Juvenile Supervisor, appeared to request the Board to make application to the North Dakota Law Enforcement Council for a grant for a probation officer to work with abused children and their parents. The County's share the 1st year would be 5% or $603.55. The second year the County's share would be 25%, then 50%, then 75% and the 5th year and thereafter would be total County expense. Mrs. Stanton moved and Mr. Hendrickson seconded that the Chairman be authorized to sign the above grant application. The motion carried with Mr. Satrom opposing.
