Walburg Township Supervisors appeared before the Board regarding the County Road 5 <br />[project, and they requested that the County extend the project another 3 miles south of <br />iChaffee. The County Road Superintendent stated that he did not believe this could be done <br />;since there has been no engineering done on this stretch, but he stated that they will <br />ire-shape and gravel these 3 miles. <br /> <br />The Auditor received correspondence from the Cass Rural Water User's Association <br />iregarding rural water hook-up for the County Shop at Erie. Upon the recommendation <br />(of the County Road Superintendent, Mrs. Stanton moved and Mr. Hendrickson seconded <br />[that the County submit an application to the Cass Rural Water User's Association <br />for rural water to the County Shop at Erie. Motion carried. <br /> <br />Mr. Richard Barry appeared before the Board and presented a letter conce.rning <br />,Minn-Dak Health Systems, Inc. and their authority to approve or disapprove all medical <br />'capital expenditures. Mr. Barry suggested that his letter be circulated to other'counties <br />in North Dakota to make them aware of this situation, and he also suggested that the <br />County States Attorneys meet with local lawyers who may have hospital clients and study <br />the Federal law which established these health system agencies. Mr. Sondrall suggested <br />;that a special meeting of the East Central Commissioners Association be called and that <br />[Mr. Barry be asked to speak at this meeting. Mrs. Stanton moved and Mr. Hendrickson <br />seconded that the Board receive and file the letter from Mr. Barry, and that Cass County <br />take the lead in investigating the powers and responsibilities and the opportunities <br />for greater public participation on the Board of the Minn-Dak Health Systems, Inc. <br />Motion carried. <br /> <br />Upon the recommendation of the County Road Superintendent, Mr. Sondrall moved and <br />Mr. Hendrickson seconded that all bids be accepted for the Road Department's yearly <br />supplies. Motion carried. <br /> <br />Mr. Hendrickson moved and Mrs. Stanton seconded that bids be opened for election <br />supplies. Motion carried. One bid was received from the Knight Printing Company of Fargo. <br /> <br />Mr. Hendrickson moved and Mrs. S~antbn seconded that the above bid for election <br />supplies be received and referred to the County Auditor for his recommendation. <br />Motion carried. <br /> <br />Mr. Goodwin Hoff appeared before the Board regarding the Mosquito Abatement Committee <br />of the Fargo-Moorhead Metropolitan Council of Governments. He stated that there will be <br />a meeting of this committee on March 14th at 10:00 A.M. in the Metropolitan Council Office. <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the Cass County Commission supports <br />the efforts of the Mosquito Abatement Committee. Motion carried. <br /> <br />Mr. Tom Jentz from the Lake Agassiz Regional Council appeared before the Board <br />concerning the results of a survey he did on the rural housing situation around Fargo. <br />The Board commended him on his study. <br /> <br />Mr. Don Kusch from the Lake Agassiz Regional Council appeared regarding the <br />questionnaire which the County sent to the townships concerning zoning in the flood plain <br />areas. Responses were received from 33 townships. Eight townships were in favor of <br />relinquishing their zoning powers in the flood plain areas only and one township was <br />in favor of relinquishing all of their zoning powers ta the County. Mr. Kusch stated <br />that there are a number of townships that do not have flood plain zoning, and a majority <br />of them did not wish to relinquish those powers to the County. Lake Agassiz has been <br />working with the townships on the flood insurance program. The Commissioners felt that <br />the County should not get involved in the flood insurance program unless a majority <br />of the townships would be interested in having the County handle it for them. <br />Mr. Hendrickson moved and Mrs. Stanton seconded that the County postpone any definite <br />action at this time, but the County will cooperate with the townships in this program <br />when they so desire. Motion carried. Mrs. Stanton suggested that the townships who <br />did wish to relinquish their powers to the County be informed that there was not <br />enough interest on the part of the other townships. <br /> <br />Mrs. Stanton moved and Mr. Hendrickson seconded that the Vice Chairman be authorized <br />to sign the Grant Award and Acceptance from the Law Enforcement Council for 50% funding <br />for the staff at the Juvenile Detention Center for the period of March 1, 1978 through <br />June 30, 1979.
