<br />Commission Minutes--May 17, 2004 <br /> <br />2729 <br /> <br />Mrs. Sorum asked the State's Attorney to assist the agencies involved to <br />resolve this issue. On roll call vote, the motion carried with four <br />members voting "Yes" and Mr. Bennett voting "No". <br /> <br />11. ROAD DEPARTMENT, Dust control auidelines for aravel roads approved <br />Keith Berndt, County Engineer, said in the past the county has done limited dust control <br />efforts on gravel highways. Due to the dry weather, his office has received requests from <br />residents to control dust adjacent to rural farmsteads. He drafted guidelines, cost estimates <br />and a request form. He found that treating between 500 and 750 feet of road adjacent to a <br />rural residence does provide a significant reduction in dust. He said if the county is creating <br />the problem, the county would be responsible to address the problem. If an individual <br />requests this service, they would be required to pay upfront in certain instances. <br /> <br />Mr. Vanyo asked if a citizen requests a dust control application, how long the treatment <br />would last. Mr. Berndt said on high volume gravel roads, it may last a week to ten days; on <br />low volume roads, it may last the entire summer. There is no warranty that with an <br />application of magnesium chloride, which is the chemical typically used, that all dust will be <br />eliminated. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve the proposed <br />dust control guidelines and authorize the County Engineer to operate the <br />program in accordance with the guidelines. Discussion: Mr. Bennett <br />asked what other counties do regarding this issue. Mr. Berndt said the <br />majority of the counties in North Dakota have little to no dust control <br />guidelines in place. Mr. Berndt feels residential subdivisions of <br />significant size should not be serviced by gravel roads. On roll call vote, <br />the motion carried unanimously. <br /> <br />12. PRAIRIE PUBLIC BROADCASTING PROJECT, Approve letter of support <br />Mr. Bennett asked to move this item to the regular agenda for discussion. He asked why <br />the county is involved with this project. Bonnie Johnson, County Coordinator, said the <br />county has signed numerous letters of support over the years for different projects of Prairie <br />Public Broadcasting. She said the county is required to sign off during the federal grant <br />process to ensure that the project does not conflict with the county's land use plan. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to provide a letter of support <br />to Prairie Public Broadcasting indicating compliance with Cass County's <br />Comprehensive Land Use Plan, which will be submitted with their grant <br />application for a special rural business enterprise and television <br />demonstration project. On roll call vote, the motion carried unanimously. <br /> <br />13. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve Voucher No. <br />187,160 through No. 187,560. On roll call vote, the motion carried <br />unanimously. <br />
