Swartz: Per your requestl following is a proposal to provide the engineering services necessary to complete the application process to request FEMA remove your house from the floodway by a Letter of Map Amendment (LOMA) or by a Letter of Map Revision (LOMR). . As we discussed recently, the request for a laMA will require less information and could get through a FEMA review quicker than a lOMR however, it may not remove more than the structure (house) from the fIoodway. YoU should verify with the City of Fargo if you win be able to attach a new garage to the house with a laMA for the house if you choose this method. The request for a lOMR will require a technical analysis of the floodway and win result in a more detailed submittal than a LeMA. however if successful it could remove your house and some of the surrounding property from the floodway. This would give you more flexibility to do other things to your property in the future. With this submittal, we would request the floodway be modified as shown on the sketch we sent you earlier. As I had indicated to your attorney earlier, we intend to work cooperatively with you to get this matter completed. To prepare the FEMA submittal package for you, we propose to complete the work on an hourly basis with the following maximum fee. LeMA submittal- Maximum fee - $ 1,000 Estimated cost to prepare the submittal - $ 1,500 to $ 2.000. LOMR submittal - Maximum fee - $ 3,000 Estimated cost to prepare the submittal - $ 4,500 to $ 5,000. If this proposal is acceptable to you, please indicate which option you wish to proceed with, sign and return this proposal to me. We will require a 50% deposit before work will begin. The remaining 50% win be due when the package is completed for submittal to FEMA. If you have any questions, please do not hesitate to contact me.
