Commission Minutes-May 4, 2009 3510 <br />Contract approval <br />- Coca Cola Enterprises, Inc.-vending machine lease agreement <br />for Cass County Social Services; <br />- North Dakota Department of Transportation-traffic safety grant in <br />the amount of $6,500 for seat belt enforcement. <br />6. <br />FLOOD PROPERTY ACQUISITION PROGRAM, Application plan, priority list, and local <br />match approved <br />Flood Property Acquisition Program Application <br />Irv Rustad and Tracey Anderson, Lake Agassiz Regional Council (LARC), were present to <br />discuss the application plan for the property acquisition program in Cass County. Ms. <br />Anderson said LARC plans to submit three separate applications on the county's behalf <br />through the Flood Mitigation Assistance Program (FMA) and Hazard Mitigation Grant <br />Program (HMGP). FMA is only for flood-insured properties and $25 million is available on a <br />national basis. She said approximately one-third of the properties on the buyout list have <br />flood insurance. FMA applications will be considered on a first come-first serve basis and <br />FEMA will accept applications beginning June Stn. HMGP was used by the county to <br />purchase properties after the 1997 flood and applications are submitted to the state. The <br />state then applies through FEMA for funds to cover numerous projects throughout the state. <br />Ms. Anderson outlined the three applications as follows: <br />• Proposal 1: Submit FMA application for flood-insured properties no later than <br />June Stn <br />withdrawn if FMA application is approved. <br />• Proposal 3: Submit HMGP application for non-flood-insured properties. <br />• Proposal 2: Submit HMGP application for flood-insured properties, which will be <br />Ms. Anderson said LARC will first concentrate on the FMA application since FEMA wants to <br />allocate these funds as soon as possible on a first come first serve basis. Mr. Rustad said <br />FEMA covers 75% of the program cost with a 10% state match and 15% local match. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to approve the application <br />plan as presented by Lake Agassiz Regional Council and submit three <br />applications for the Cass County property acquisition program. On roll <br />call vote, the motion carried unanimously. <br />Flood Buyout Priority List <br />Mr. Rustad said approximately 160 properties are on the buyout list. After <br />commission approval, certified letters will be sent to those on the list with a May 15tH <br />deadline to respond regarding inclusion in the buyout program. Their office will <br />handle additional buyout requests as they are received and will send letters <br />accordingly. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve the priority list <br />for flood buyouts and include properties added to the list contingent <br />upon review and approval by the Flood Buyout Program Committee. On <br />roll call vote, the motion carried unanimously. <br />
