Commission Minutes-April 20, 2009 3504 <br />WHEREAS, foster families, who open their homes and hearts and give hope to children <br />whose families are in crisis, play a vital role helping children and families heal and <br />reconnect and launching children into successful adulthood, and <br />WHEREAS, dedicated foster families frequently adopt foster children, resulting in a <br />greater need for more foster families, and <br />WHEREAS, there are numerous individuals, public and private organizations who work <br />to increase public awareness of the needs of children in and leaving foster care as well <br />as the enduring and valuable contribution of foster parents, and the foster care "system" <br />is only as good as those who choose to be part of it, <br />NOW, THEREFORE, I, Robyn Sorum, by virtue of the authority vested in me as <br />Chairwoman of the Board of Cass County Commissioners do hereby proclaim May of <br />2009 as FOSTER CARE MONTH in Cass County and urge all citizens to come forward <br />and do something positive that wilt help change a lifetime for children and youth in foster <br />care. <br />d. Appoint Lt. Colonel Glenn Ellingsberg as the county designee to provide <br />information requested now and in the future throughout the grant <br />application process, including any request for payments on behalf of <br />Cass County to the State Criminal Alien Assistance Program (SCRAP). <br />e. Amend local permit #434 to conduct a raffle to be held August 1, 2009, <br />at the Red River Valley Fairgrounds in West Fargo, North Dakota, for <br />the Red River Radio Amateurs. (The organization requested the date <br />be changed due to the flood.) <br />f. Contract approval <br />- Justice Assistance Grant (JAG) inter-local agreement-2009 <br />Recovery Act Byrne Justice Assistance Grant funds to be shared <br />with the City of Fargo and City of West Fargo; <br />- Federal Emergency Management Agency (FEMA)-agreement to <br />use space at the Cass County Annex for a period of 30 days as a <br />temporary work station to provide disaster recovery assistance; <br />- 2009 gravel supply bids-accept all gravel supply bids for 2009 to <br />be used in the best interest of the county and authorize the <br />chairman to sign contract documents upon receipt; <br />- North Dakota Department of Transportation-amendments to <br />construction and maintenance agreements for bituminous overlay <br />project eight miles west of State Highway 18 and culvert project <br />on the Maple River six miles east and six miles south of Alice. <br />g. Approve a permit for a calendar raffle for the Red River Valley Fair <br />Association to be held May 1, 2009, through September 30, 2009, at the <br />Red River Valley Speedway in West Fargo, North Dakota. <br />h. Grant a site authorization permit to conduct games of chance under <br />license issued by the .North Dakota Attorney General's Office for the <br />period of June 1, 2009, through May 31, 2010, for the Cass County <br />Wildlife Club at the Red River Valley Fairgrounds, West Fargo. <br />
