LASS COUN~IY
GOVERNMENT
April 21, 2009
John Adams, Mayor
B01Pd 0~ COUIl~ City of Briarwood

COri1ri11SS1011ePS 8 Briarwood Place
-Fargo ND 58104-7308
Scott Wagner Frank Pearson, Mayor
Fargo, North Dakota City of Oxbow
309 Schnell Drive
Vem Bennett Oxbow N D 58047
Fargo, North Dakota
Dear Mayor Adams and Mayor Pearson:
Ken Pawluk
Fargo, North Dakota Cass County is in the process of developing strategies and plans for a Hazard
Mitigation Grant Program (HMGP), commonly known as flood buyouts. It is
Darrell W
Vanyo important to note at the current time, there are NO funds available for the HMGP
. program. Cass County is submitting a letter of intent to apply for funds and will be
West Fargo, North Dakota retaining the services of Lake Agassiz Regional Council to determine eligibility and
priority placement with the county and state multi hazard mitigation plans.
Robyn Sorum
Horace, North Dakota There are no plans to guarantee any homes will be accepted as an eligible project.
Each parcel must have an individual review. Once a parcel is successfully
purchased, it becomes property of local or state government for perpetuity and can
never be built on again.
Since the Cities of Briarwood and Oxbow are incorporated, Cass County's plan
would not necessarily include them in the buyout process. Each city could submit a
grant application on their own and should take steps at this time to determine how
they wish to proceed.
If the incorporated cities of Briarwood or Oxbow determine it maybe in their best
interest to work with the county program, the governing body of each city should
send a letter to the Cass County Commission detailing their desire to be a part of _
the county process.
Please let us know of your decision when you are able.
Heather Worden
Commission Assistant
Box 2806
211 Ninth Street South
Fargo, North Dakota 58108
S' erely,
.~-~-
Robyn Sorum, Chair
Cass County Commission
cc: Cass County Commissioners
Bonnie Johnson
Dave Rogness
Keith Bemdt
Frank Klein
Mike Montplaisir
Birch Burdick
Irv Rustad
701-241-5609
Fax 701-241-5728
www casscounrygov com
