CASS COUNTY
Dave Rogness
{701)476-4065
dave.rogness@casscountynd.gov
April 20, 2009
~ ~RG~..
~~
~~" EME CY
~~_~~~ MAN GEMENT
Mr. Lonnie Hoffer
North Dakota Department of Emergency Services
PO Box 5511
Bismarck, North Dakota 58506-5511
RE: Hazard Mitigation Grant Program (HMPG)
Pre-Application/Notice of Intent
FEMA - 1829- DR-ND
POC -David Rogness 476-4067
Dear Mr. Hoffer,
CITY OF FARGO
Leon Schlafmann
(701)476-4069
leon. schlafmann@cityoffargo.com
Cass County will propose a property acquisition project to remove flood affected properties
from harm's way on a voluntary basis. Approximately 100-150 homes flooded during spring
flooding in Cass County. This project will propose to demolish a selected number of affected
properties with over 50-percent damage or are located in the 100-year floodplain and sustained
at least 10-percent damage in at least 3 other floods over the past 30 years.
By acquiring the proposed properties, Cass County will remove flood-prone homes from the
area, thereby eliminating health and safety risks for property owners and future rescue
workers. In addition, the project will eliminate the need to provide emergency rescue services,
flood insurance and federal disaster assistance in the future.
Lake Agassiz Regional Council will manage the application process on behalf of Cass County.
Sincerely,
~O~Y V
Dave Rogness
Public Safety Building, 4630 15th Avenue North, Fargo, ND 58102
Fax: (701) 476-4020
