Commission Minutes-March 27, 2009 3492 <br />Mr. Wagner suggested the critical infrastructure, i.e. network communications <br />system, be moved to the Cass County Jail as a precautionary measure. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to move critical <br />infrastructure from the Information Technology Department to the Cass <br />County Jail. On roll call vote, the motion carried unanimously. <br />Mr. Schmaltz wanted to clarify that the server equipment in the Information Technology <br />Department on the first floor will be moved to the Cass County Jail. The phone system in <br />the basement of the Courthouse will be protected by sand bags around the building. <br />There was discussion about construction of a ring dike around the Cass County Jail. Mr. <br />Berndt said a large pile of fill is available which may be used to construct an earthen levee. <br />He said as a precautionary measure, the commission may authorize the construction of <br />levees around the Jail and Courthouse and leave the final decision up to the discretion of <br />county staff. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to move forward with the <br />plans to dike the Cass County Jail and Cass County Courthouse. <br />Discussion: Mr. Wagner said the primary focus should be on protecting <br />equipment and supports an earthen dike around the Jail and <br />sandbagging the Courthouse. Mr. Berndt suggested he and other <br />county department heads be given authorization to proceed with both, if <br />deemed necessary. Mr. Berndt said additional information must be <br />gathered before dikes are built. On roll call vote, the motion carried <br />unanimously. <br />4. FLOOD EVACUATION ADVISORY, Issued for several subdivisions <br />Mr. Berndt said emergency levees have been constructed as approved by the commission <br />last week. He said they are in the process of being raised to 44 feet. The National Guard <br />will assist with patrolling levees and monitoring pumps. The primary objective is to keep <br />people safe. <br />Mr. Rogness said according to the Emergency Operations Plan, the commission has <br />authority to issue a mandatory evacuation advisory. Mr. Berndt said a decision was made, <br />after consultation with the Emergency Manager and Sheriff, to recommend the commission <br />issue a mandatory evacuation advisory for five neighborhoods protected by emergency <br />dikes and four neighborhoods outside the dikes. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to issue a mandatory <br />evacuation advisory effective immediately for the following areas: <br />Chrisan, Forest River including Maple Prairie and Orchard Glen, Round <br />Hill, Granberg's, and Amber Plains, which are protected by the <br />emergency dike; and Heritage Hills, Rivershore, Eagles Nest and Butch- <br />R-Block, which are outside the emergency dike; and allow the County <br />Engineer, Emergency Manager and Sheriff be authorized to add areas <br />as deemed necessary. The intent is to not forcibly remove or arrest <br />homeowners who refuse to leave. Discussion: Mr. Vanyo wanted to <br />ensure that no one will be physically removed from their homes. Mr. <br />
