Commission Minutes-April 6, 2009 3500 <br />were sent to Round Hill Subdivision through the Emergency Operations <br />Center (EOC) to assist with sand bag efforts. On roll call vote, the motion <br />carried unanimously. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to reimburse county <br />residents for 100% of sand costs. On roll call vote, the motion carried <br />with four members voting "Yes" and Mr. Pawluk abstaining. <br />Emergency Management <br />Dave Rogness, Emergency Manager, said a request was sent to the state today for National <br />Guard assistance in preparation for a second crest. <br />Mr. Rogness said county officials and FEMA representatives will meet with city mayors on <br />Thursday, April 9t" at 7:00 PM at the Cass County Highway Department. Mr. Pawluk asked <br />if township officers will be invited to attend. Mr. Rogness said the application process for <br />FEMA assistance is very different for cities and townships. He said applicant briefings will <br />be done at the appropriate time with township officials. <br />Sheriff's Department <br />Sheriff Paul D. Laney provided an update to the board. A request for assets was submitted <br />to the state today in order to have access to helicopters and air boats in anticipation of the <br />second crest. He reported that inmates have been moved back into the Cass County Jail. <br />Social Services <br />Chip Ammerman, Social Services Director, discussed volunteer efforts provided by the <br />county. He said the county worked closely with First Link to provide volunteers in the rural <br />areas. He said 2,806 volunteers were dispatched through the county's EOC. <br />Mr. Ammerman said recovery discussions have begun, but will not be implemented until <br />after the second crest. He said immediate, short-term and long-term needs have been <br />discussed and will be addressed throughout this process. <br />Tax Director <br />Frank Klein, Tax Director, provided a brief update on damaged homes in Cass County. He <br />said 110 homes sustained damage and provided the estimates as follows: 15 experienced <br />water on the main floor; 70 homes had full basement flooding; 15 homes had one to four <br />feet of water in the basement; and 10 homes had less than one foot of water in the <br />basement. <br />7. FLOOD FINANCIAL UPDATE <br />Mr. Montplaisir said approximately $700,000 in flood expenditures will be submitted shortly <br />for payment. A fund has been set up to monitor costs associated with the flood and he said <br />not all expenses will be reimbursable through FEMA. He recommends monies from the <br />Emergency Fund and General Fund to be transferred to the Flood Fund. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to transfer $489,000 from <br />the Emergency Fund and $500,000 from the General Fund to the Flood <br />Fund to cover the initial cost of the 2009 spring flood. On roll call vote, <br />the motion carried unanimously. <br />
