Commission Minutes-April 6, 2009 3498 WHEREAS, the National Association of Counties created National County Government Week in 1991 to raise public awareness and understanding about the roles and responsibilities of the nation's counties to meet the needs of the community; and WHEREAS, in recognition of the leadership, innovation and valuable service provided by the nation's counties: NOW, THEREFORE, BE IT RESOLVED that the Cass County Board of Commissioners does hereby proclaim May 3-9, 2009, as National County Government Week in Cass County. Dated at Fargo, North Dakota, this 6t" day of April, 2009. b. Amend Personnel Policy 6.02 Family Medical Leave Act (FMLA) to incorporate new forms for requested leave. c. Approve raffle permit for the Red River Radio Amateurs to be held April 18, 2009, at the Red River Valley Fairgrounds in West Fargo, North Dakota. d. Receive and file Indemnity Bond on Lost Instrument for Wahpeton Municipal Court; and authorize the county auditor and county treasurer to issue a duplicate check. e. Approve a special event permit for the Bronco Bar for July 11, 2009, during the hours of 5:00 PM to 1:00 AM for a class reunion celebration and dance to be held at the Bronco Bar and Chaffee Cafe in Chaffee, North Dakota. f. Contract approval - Roadway Services, Inc.-crack, clean, and seal projects on various county highways for 2009; - Muscha Pavement Marking, Inc.-striping projects on various county highways for 2009. g. Approve the electronic application for the 2009 COPS Hiring Recovery Program on behalf of Cass County; authorize Glenn Ellingsberg from the Sheriff's Office to act as the county's Authorized Organization Representative (AOR) and submit any electronic filings which may be required for the grant application and during the grant period on the county's behalf. h. Amend charity local permit #432 to conduct a poker tournament to be held April 24-26, 2009, at the Knickerbocker Liquor Locker in Hickson, North Dakota, for the Ken Kjelland benefit. (Dates of the benefit were changed due to flooding in the Hickson area.) 6. FLOOD UPDATE Federal Emergency Management Agency (FEMA) Wade Nofziger, FEMA Mitigation Specialist, was present. He said the goal of the mitigation program is to prevent loss in the future. He briefly discussed the Southside Flood Control Project and said residents who are interested in buyouts should first check to see if their properties will be protected by this project. The mitigation program is available to assist with acquisitions, re-locations, elevating properties, and drainage projects.
