<br />Commission Minutes-February 2,2009 3470 <br /> <br />7. JOINT PUBLIC SAFETY BUILDING, Scope of services with T.L. Stroh Architects <br />Mr. Wagner said over the last few months, the Building Committee has discussed the <br />possibility of a joint public safety building. The Cass County Jail was built with a setback for <br />the possible relocation of the Sheriff's Office in the future. The City of Fargo Police <br />Department and North Dakota Highway Patrol are interested in leasing space from the <br />county if a joint center is built. North Dakota State Probation and Red River Regional <br />Dispatch Center have also expressed interest. <br /> <br />Mr. Wagner said the City of Fargo previously hired Architect Terry Stroh to study space <br />needs for a police substation. At the last Building Committee meeting, the committee <br />directed the County Administrator to contact Mr. Stroh regarding a scope of services for a <br />joint public safety building. <br /> <br />Architect Terry Stroh, T.L. Stroh Architects & Interiors, was present. He said under the <br />scope of services, he will visit with all entities involved to determine the amount of space <br />needed in order to create a preliminary design and budget for potential lessees. <br /> <br />Mr. Pawluk asked about the timeline involved with the scope of services. Mr. Stroh believes <br />he will have a preliminary design prepared within four to six weeks. Mr. Stroh has already <br />completed a comprehensive plan for the police department, so this will help in the process. <br /> <br />Mr. Wagner said the scope of services will cost $25,000, which will be paid out of the <br />Building Fund. <br /> <br />Lt. Colonel Glenn Ellingsberg was present. He said the Sheriff's Office has also completed <br />some preliminary work and is supportive of the joint law center concept. He complimented <br />Mr. Stroh for his prior work on county projects. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to authorize the chairwoman <br />to sign the scope of services with T.L. Stroh Architects & Interiors for a <br />joint public safety building. On roll call vote, the motion carried <br />unanimously. <br /> <br />8. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve Voucher No. <br />233,186 through Voucher No. 233,506. On roll call vote, the motion <br />carried unanimously. <br /> <br />9. LEGISLATIVE TESTIMONY; NDACo COUNTY OFFICIALS ACADEMY, Committee <br />reports <br />Mr. Wagner said he and other county officials provided testimony last week in Bismarck on <br />HB1446 regarding court appropriation funding. <br /> <br />Mr. Vanyo said the County Officials Academy sponsored by the North Dakota Association of <br />Counties will be held March 2-3, 2009 in Bismarck. There was discussion about <br />commissioners attending the academy. The date conflicts with the first commission meeting <br />in March. Mrs. Sorum suggested the board discuss this item at the next meeting in order to <br />make a decision about whether to cancel the March 2nd commission meeting. <br />
