<br />Commission Minutes-December 15, 2008 3457 <br /> <br />Warren Solberg, resident of Stanley Township, uses this bridge. He agrees the structure <br />has a limited life, even with the proposed repairs. He suggested a Texas crossing may be <br />an option for the future. He said the access on the west side of his property will be lost <br />when the Southside Flood Control Project is built and he needs access to his property. <br /> <br />Mr. Pawluk believes the repairs are a "band aid" and asked when the bridge fails again, <br />what the next step will be for the county. Mr. Berndt said the commission will be given the <br />opportunity to make a final decision on the bridge. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to authorize the <br />chairwoman to sign a contract with Industrial Builders, Inc. for Wild Rice <br />River bridge repairs between Sections 35 and 36 of Stanley Township. On <br />roll call vote, the motion carried unanimously. <br /> <br />10. PUBLIC COMMENT <br />David Habiger, resident of rural Amenia, was present. He discussed his concerns with the <br />State Department of Health inspection of his property in rural Amenia last June and removal <br />of cars from his property in the City of Casselton two weeks ago. He asked that charges <br />against him from the incident in June be dropped by county prosecutors. <br /> <br />Mr. Habiger also discussed the need for rehabilitation programs and classes at the Cass <br />County Jail as well as better meals for inmates. Mr. Bennett visited the jail in July and <br />purchased a meal at the facility. Mr. Bennett thought the food was good and felt he had <br />plenty to eat. <br /> <br />11. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve Voucher No. <br />232,092 through Voucher No. 232,479. On roll call vote, the motion <br />carried unanimously. <br /> <br />12. TOWNSHIP OFFICERS MEETING; SNOW REMOVAL UPDATE; HATS, SOCKS & <br />MITTENS DRIVE; COURTHOUSE THIRD FLOOR UPDATE; COURT FACILITIES <br />ADVISORY COMMITTEE, Committee reports <br />Mr. Pawluk attended the Township Officers' Association meeting. A discussion was held <br />regarding a junk ordinance. The issue was left with the townships to provide a further <br />recommendation to the county. The townships have some difficulty with enforcement of <br />regulations, Le. zoning regulations. Mr. Pawluk asked the state's attorney to report back to <br />the commission on what, if any, rights the townships may have to enforce zoning <br />regulations. He said only one individual affected by a neighbor's salvage yard appears to <br />be in support of a junk ordinance. He did not feel strong support from other township <br />officials regarding the necessity of a junk ordinance. <br /> <br />County Administrator Bonnie Johnson thanked Mr. Berndt and Highway Department staff for <br />their work with snow removal from county parking lots. She also thanked Seth Swenson <br />from Buildings and Grounds for his work cleaning the jail parking areas during the storm this <br />past weekend. <br /> <br />Mrs. Johnson said the 14th Annual Hats, Socks and Mittens drive was a success with <br />around 400 items donated to The Salvation Army in honor of Ben Lenzen, Jr. <br />
