Authorize the chairman and the county auditor to sign county deeds for properties sold at the annual tax sale. f. Authorize the chairman and the county auditor to sign a quit claim deed for tax-forfeited property in the City of Arthur redeemed by the former owner. g. Authorize the county auditor offer to cities any unsold property from the annual tax sale list for $1.00 per property, with the stipulation that the county will cancel all taxes and the city will assume collection responsibilities for all certified specials against the property. h. Authorize the chairman and the county auditor to sign county deeds for tax- forfeited properties sold to the cities of Fargo and Alice. i. Authorize the chairman to sign a purchase order to Nelson International in the amount of $196,880.52 for the purchase of two tandem trucks for the Road Department. j. Authorize the chairman to sign an access agreement with Southeast Cass Water Resource District to conduct environmental reviews to determine project feasibility on county-owned property involved with the Southside Flood Control Project. k. Contract approval North Dakota Highway Patrol-underage drinking enforcement grant in the amount of $3,000 for an enforcement program directed at underage drinking violations (100% federal grant funds which does not require a local match); Juvenile Accountability Block Grant (JABG) program-certification of award for funds submitted by the Cass County Juvenile Crime Enforcement Coalition for the federal fiscal year 2009; NDACo Resources Group-technical support services agreement for 2009; Flood lot leases for 2009; Red River Children's Advocacy Center-contract for shared social worker position with Cass County. 8. PROPERTY TAXES, Approve cancellation of taxes on three properties County Auditor Michael Montplaisir said occasionally instances occur in which the county is unable to collect property taxes. On the agenda today are three properties-two leasehold interest properties in Fargo and one county-owned lot in Warren Township. He believes the county has exhausted all its options to collect the taxes and he recommends cancelling the taxes against the properties.
