CASS COUNTY SOCIAL SERVICE BOARD MEETING <br /> <br />March 1, 2004 <br /> <br />There being a quorum present, Chairman Bennett called the meeting to order at 1:30 p.m. <br /> <br />Present: <br /> <br />Ms. Sorum, Mr. Wagner, Mr. Vanyo, Mr. Meyer, Mr. Bennett, Ms. Holes- <br />Dickson, Ms. Dahley <br /> <br />Aooroval of Minutes <br /> Ms. Sorum moved and Ms. Dahley seconded that the minutes of the February 2, 2004, <br /> Board meeting be approved as written. Motion carried unanimously. <br /> <br />Adult Services Review <br /> <br />DeLana Duffy-Aziz presented a report on the Adult Service Unit. She outlined information on <br />the two programs of Adult Services - Adult Protective Services and Home and Community <br />Based Services (HCBS). There are 476 cases open in the HCBS. The past year has been <br />challenging for the Home and Community Based Services Program because of budget shortfalls <br />and major legislation that caused significant program changes. This resulted in the closure of <br />several cases. Adult Protective Services is a region-wide program, serving adults in Cass, Steele, <br />Traill, Ransom, Sargent and Richland Counties. There were 206 referrals for these services in <br />2003. <br /> <br />Interoreter Collaborative <br /> <br />Ms. Hogan presented a proposal for a community-wide interpreter collaborative. A task force <br />comprised of representatives from the city, public schools, the county and the ND Department of <br />Human Services have been studying the overall needs of translation services. It was <br />recommended by this task force that a part time coordinator be hired to recruit and train <br />interpreters as well as establish interpreting structures for the community. Cass County Social <br />Services currently has a federal grant for interpreter services that most likely will not be fully <br />utilized. ND Department of Human Services has agreed to sub-contract part of this grant for this <br />new collaborative effort. <br /> <br />Ms. Sorum moved and Mr. Meyer seconded that Cass County participate in the <br />Interpreter Coordination project including allocating $7,000 of the Federal Refugee <br />Grant from Social Services. On a roll call vote motion carried unanimously with all <br />members voting in favor. <br /> <br />Regional Transoortation Coordinator <br /> <br />Alice Swenson discussed with the Board the possibility of providing matching funds towards a <br />Regional Transportation Coordinator position to be employed by the Fargo Moorhead <br />Metropolitan Council of Governments (COG). Ms. Swenson explained there are Job Access and <br />Reverse Commute (JARC) dollars available from the Federal government for transportation <br /> <br /> <br />
