Approve Social Services interpreter grant amendment in the amount of <br />$6,000 with the North Dakota Department of Human Services. <br /> <br />6. RESOLUTION #2008-14, MIDA Bond public hearina/approval for Oak Grove Lutheran <br />School Project <br />Attorney Jim Stewart was present to discuss the MIDA Bond application for the Oak Grove <br />Lutheran School Project for an amount not to exceed $2,400,000 for the purpose of <br />financing construction, and equipping of a new health and wellness center and renovation of <br />Gorder Gymnasium on the campus of Oak Grove Lutheran School located at 124 North <br />Terrace in Fargo. A public hearing is scheduled for today and notice of the hearing was <br />published twice according to state law. Mr. Stewart said the bonds are not designated as <br />bank qualified since the county has already exceeded the $10,000,000 limit for 2008. <br /> <br />The chairman opened the public hearing for comments and hearing none, closed the public <br />hearing. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to adopt Resolution #2008- <br />14, Approving the Issuance of School Facilities Revenue Bonds (Oak <br />Grove Lutheran School Project). On roll call vote, the motion carried <br />unanimously. <br /> <br />7. TAX-FORFEITED PROPERTY, Hearina on appraisal <br />Michael Montplaisir, County Auditor, said today is the date and time advertised for a public <br />hearing on the appraisal of tax-forfeited property. He said a lot in the City of Mapleton was <br />redeemed by the former owner last week. <br /> <br />Chairman Pawluk opened the public hearing. Since no one was present in the audience at <br />this time, the public hearing was closed. <br /> <br />8. RESOLUTION #2008-15, Resolution of support for Red River Basin <br />Lance Yohe, Executive Director, and Janeen Stenso, Outreach Coordinator, were present <br />from the Red River Basin Commission. Mr. Yohe said the commission consists of 41 board <br />members from North Dakota, Minnesota, South Dakota and Manitoba. The goal of their <br />organization is to work together with the different jurisdictions on water-related issues. <br /> <br />Ms. Stenso distributed handouts further explaining their organization. She briefly discussed <br />the Natural Resources Framework Plan, which is a tool developed to help achieve a basin- <br />wide approach to integrated natural resource management and to provide a framework to <br />help overcome political barriers. Ms. Stenso said the resolution of support encourages <br />everyone to work together in a spirit of cooperation to achieve common goals for land and <br />water management. <br /> <br />Senator Tom Fischer, member of the Southeast Cass Water Resource District board and <br />current chairman of the Red River Basin Commission, was also present.
