Well-publicized media campaign. <br /> <br />Because this is a statewide effort, participation by the Cass County Sheriff's Office is critical to the <br />success of the project. If the contractor is unable to fulfill the commitment to the project, they must <br />contact the NDDOT Office of Traffic Safety (OTS) as soon as possible. <br /> <br />To successfully deter motorists from driving impaired, a highly-publicized media campaign must be <br />conducted at the community level and include the "Drunk Driving. Over the Limit. Under Arrest." <br />campaign material. This campaign may include news releases, news conferences, TV interviews, <br />media ride-along, and radio announcements. Samples and/or copies of the public information efforts <br />need to be submitted with the reimbursement voucher and report. These will be included in our final <br />report to NHTSA. <br /> <br />Reports and requests for reimbursement/vouchers under this contract are due monthly. Vouchers are <br />due no later than 30 days after the end of the month in which expenditures occurred. However, at <br />the close of the state fiscal year, June 30, reports and vouchers must be submitted no later than <br />July 15 for any services or purchases that took place prior to June 30. Vouchers received after <br />July 15 may not be reimbursed. A final annual report and evaluation of the program must be <br />completed at the end of the contract year. The annual report and evaluation are to be submitted to <br />OTS no later than November 14,2009. <br /> <br />All out-of-state travel involving use of highway safety funds, if not already approved, must have <br />prior approval from OTS. Expenses will be paid as allowed at state rate and NDDOT policy. <br /> <br />The agency is encouraged to follow the guidelines for vehicular pursuits that are currently in effect, <br />issued by the International Association of Chiefs of Police. If the agency has a policy related to <br />vehicular pursuit, a copy must be provided to the OTS. <br /> <br />Contract agencies must have a seat belt use policy. OTS program managers will locate and review <br />the policy during scheduled, on-site monitoring visits. Absence of a policy may result in the OTS <br />withholding payment until a policy is in place. All project personnel receiving reimbursement <br />
