<br />Commission Minutes-September 2, 2008 3416 <br /> <br />WHEREAS, the RRRDC is a stand-alone public safety dispatch center that has as its' sole <br />duty the handling of public safety dispatch including 911 generated calls and <br />other public safety calls, follow up calls, training, and administration of the <br />center and; <br /> <br />WHEREAS, the administrator and employees of the RRRDC, the equipment and other <br />furniture and fixtures and the space leased by the RRRDC are used solely in <br />activities directly involved the dispatch of public safety calls; <br /> <br />THEREFORE BE IT RESOLVED that the Cass County Commission establish that 100% of <br />the costs of the RRRDC be reimbursed through 911 fee revenue to the extent that such <br />revenue is available in accordance with the directives of the North Dakota Legislature and <br />the guidelines developed and approved by the ESCC Committee. <br /> <br />Dated at Fargo, North Dakota, this 2nd day of September, 2008. <br /> <br />7. COURTHOUSE THIRD FLOOR RE-USE RECOMMENDATIONS, Approved <br />Mr. Wagner serves as chairman of the Building Committee, which has been meeting for a <br />number of months. The Regional Child Support Enforcement Unit recently moved from the <br />Courthouse third floor to an off-site facility, and the committee has discussed the re-use of <br />the Courthouse third floor in great detail. A consultant studied space needs of each <br />department and created a three-year interim plan which includes a recommendation to <br />move the State's Attorney and Veteran's Service Offices to this location. <br /> <br />Mr. Wagner said the State's Attorney Office has experienced growth in caseloads and <br />staffing over the last few years, and since they are in close proximity to the third floor, this <br />move may be convenient for their office. The flow between floors will be manageable. <br /> <br />Mr. Wagner said the Veteran's Service employees are cramped in their current location at <br />the Annex. Offices on the third floor are smaller than their current offices, but conference <br />rooms have been designated to meet with their clientele, space has been allocated for their <br />receptionist, and additional space for their filing system has been included. One of the <br />overall benefits will be the additional space at the Annex for the Social Services department. <br /> <br />Mr. Wagner said the plan also includes a room dedicated for Clerk of District Court file <br />storage. This will allow Clerk of Court and District Court files stored in the north basement <br />to be moved to the third floor. Additional room will then be available in the north basement <br />storage room for the County Recorder's books with space to set up a table to view the <br />books rather than haul them upstairs. <br /> <br />Bonnie Johnson, County Administrator, discussed costs associated with the fit-up on third <br />floor. She said three options were considered: construction walls, modular walls or panel <br />walls. Modular walls are similar to double sheetrock walls and are sound proof. This kind of <br />system may be set up in 48 hours with minimal disturbance to the area. She said since the <br />solution is intended for a three-year period, she recommends the county use the modular <br />option offered by the vendor LifeSPACETM. Preliminary estimates for the moveable walls <br />were $48,250 and $7,800 for delivery and installation. In addition, workstations are needed <br />for the clerical staff at an estimated cost of $6,954. She said costs for office furniture have <br />not been determined, but are needed for a team of attorneys and for Veteran's Service staff, <br />
