Contract approval <br />North Dakota Department of Transportation-contract to install <br />automated railroad crossing signs adjacent to Highway 81 in <br />Harwood; this project would be contingent on the City of <br />Harwood approving a 50/50 cost share; <br />Drug Task Force grant funds-accept the 2008 Edward Byrne <br />Memorial Justice Assistance Grant Award (JAG) in the amount of <br />$31,353; authorize the chairman to sign the award documents; <br />and authorize Glenn Ellingsberg, Cass County Sheriffs Office, to <br />act on the county's behalf in completing and submitting any <br />electronic documentation required under this grant award. <br /> <br />6. RESOLUTION #2008-12, 911 fee allocation to Red River Regional Dispatch Center <br />Michael Montplaisir, Cass County Auditor, said the State of North Dakota conducted an <br />audit a few years ago on the 911 system. The audit resulted in some concerns about how <br />cities and counties used funds generated by the 911 fee, i.e. for salaries not connected to <br />the system or for promotional expenses. In 2007 the North Dakota State Legislature <br />changed some laws regarding 911 funds and created the Emergency Services <br />Communications Coordinating (ESCC) Committee to establish guidelines on use of 911 <br />revenues. <br /> <br />Mr. Montplaisir distributed a handout drafted by the ESCC Committee regarding expenditure <br />guidelines effective January 1, 2008. He discussed state law regarding use of the revenues <br />and according to the guidelines the committee believes ".. .emergency services <br />communications is decidedly broader than simply the receipt of and response to a 911 <br />telephone call." He also discussed salaries for staff performing these functions and <br />operational costs associated with 911 systems. <br /> <br />The state conducted a follow-up audit recently and suggested the county set a percentage <br />of the fee allocation for 911. Mr. Montplaisir said the Red River Regional Dispatch Center <br />(RRRDC) is a stand-alone emergency and public dispatch center. The sole function is to <br />dispatch 911 calls and to handle any administrative follow-up. A resolution was drafted for <br />consideration today to establish 100% of the costs for the RRRDC be reimbursed through <br />911 fee revenues. The City of Fargo and City of West Fargo will also consider the same <br />resolution as they are partners in the RRRDC. <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve Resolution <br />#2008-12, setting the eligible costs of the Red River Regional Dispatch <br />Center at 100%.
