<br />WHEREAS, the ESCC Committee recognized that "Every Public Safety Answering Point <br />(PSAP) has call-takers available for emergencies 24 hours per day 365 days per <br />year, regardless of how many calls are received or what portion of their duties <br />involve communications initiated by a 911 call. For these reasons, the guidelines <br />encompass a fairly broad understanding of emergency communications." and; <br /> <br />WHEREAS, the ESCC Committee did recognize that in some locations additional duties not <br />related to emergency communications are done by the dispatch personnel and <br />that the appropriate percentage of time that is spent on non-emergency <br />communications duties be paid from funds other than 911 generated funds and; <br /> <br />WHEREAS, the RRRDC is a stand-alone public safety dispatch center that has as its' sole duty <br />the handling of public safety dispatch including 911 generated calls and other <br />public safety calls, follow up calls, training, and administration of the center and; <br /> <br />WHEREAS, the administrator and employees of the RRRDC, the equipment and other <br />furniture and fixtures and the space leased by the RRRDC are used solely in <br />activities directly involved the dispatch of public safety calls; <br /> <br />THEREFORE BE IT RESOLVED that the Cass County Commission establish that 100% of the costs <br />of the RRRDC be reimbursed through 911 fee revenue to the extent that such revenue is <br />available in accordance with the directives of the North Dakota Legislature and the guidelines <br />developed and approved by the ESCC Committee. <br /> <br />Dated at Fargo, North Dakota, this 2nd day of September, 2008. <br /> <br />lit'/{ ftlltlhtlv <br /> <br />Ken Pawluk, Chairman <br />Cass County Board of Commissioners <br /> <br />0;EST: . . .. <br />/-11h~~~ <br />Michael Montplaisir <br />Cass County Auditor <br />
