Commission Minutes-August 6, 2008 3393 The board took a break at 9:40 AM and reconvened at 9:50 AM with all members present. 7. COMMISSION, COUNTY ADMINISTRATOR, PERSONNEL, RISK MANAGEMENT, BUILDINGS AND GROUNDS Bonnie Johnson, County Administrator, explained her preliminary 2009 budget. MOTION, passed Mr. Wagner moved and Mr. Vanyo seconded to reduce the Commission travelbudget by $5,000. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Wagner moved and Mrs. Sorum seconded to approve the 2009 preliminary expenditure budget for the Commission reducing the Commission travel budget by $5,000. On roll call vote, the motion carried unanimously. Mrs. Johnson discussed the County Administrator budget which includes Administration, Personnel, Risk Management and Buildings and Grounds. Mrs. Johnson said her budget includes a $12,000 line item for the Employee Assistance Program (EAP). The EAP has not been in place long enough to determine if it is a worthwhile program. Mr. Vanyo asked about the Section 125 Administration line item. Mrs. Johnson said this is a $5 monthly fee charged by Discovery Benefits for each employee participating in the flexible benefits program. Mrs. Johnson discussed line items she would be willing to adjust. MOTION, passed Mr. Vanyo moved and Mr. Bennett seconded to reduce the 125 Section line item by $2,500. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Vanyo moved and Mr. Wagner seconded to reduce the telephone line item by $500. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Vanyo moved and Mr. Wagner seconded to reduce the HR Training line item to $5,000. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Wagner moved and Mr. Bennett seconded to approve the 2009 preliminary budget for the County Administrator and Risk Manager as provided in the budget information reducing the following line items 125 Section by $2,500, telephone by $500 and HR Training by $2,500 as requested. On roll call vote, the motion carried unanimously. Mrs. Johnson said the Buildings and Grounds portion of her budget includes the Courthouse, Annex and Jail. She stated her staff is efficient and has taken over some maintenance at the Road Department, such as the outdoor sprinkler system as well as some maintenance work at Brewer Lake. Mrs. Johnson reviewed line items she was willing to reduce.
