3. Brightness

Determining an orthophoto project's desired overall brightness level depends on
user preference. The new imagery can be created with the highest quality available with
state of the art scanners and image processing software. Cass County will be given the
opportunity to review the overall appearance of the Orthophotography before the
imagery goes into full production.

When photography is scanned, the scanners use parameters that control brightness
and contrast, but the settings must be fine-tuned for optimum results. As more detail is
captured at the ends of the spectrum (very bright or dark areas), less detail is captured in
the middle of the spectrum.

The ability to interpret ground features differs from the ability to see the features plainly.
It is still possible to interpret features that may be somewhat obscured.

Acceptable detail in bright area.

REJECT IF:
· The imagery's overall brightness doesn't meet
Specifications set before production.

ACCEPT IF:
· The imagery's overall brightness meets
Specifications set before production.

4. Shadows

It's nearly impossible to obtain orthophotography without the shadows of buildings or
cliffs. However, if the aerial film is exposed and processed correctly, it should have
acceptable detail in shadow and bright areas.

Sanbom scans the original negatives (rather than
diapositives) that will produce better detail in
bright and dark areas. A diapositive lacks detail
in these areas, because it is a reproduction from
the negative. When subsequent generations of
film are created, contrast increases and fine
'detail is lost. As with brightness, shadowed
areas should contain enough detail so that
ground features are interpretable.
If a seam line runs through a shadow, the
shadow may change position or stop at the seam
line. This may draw attention to the shadow,
but is not grounds for rejection of data.

Acceptable shadow detail.

13
Services Agreement between The Sanborn Map Company, Inc and Cass County, North Dakota
