<br />Road Advisory Minutes-July 21, 2008 <br /> <br />ROAD ADVISORY COMMITTEE <br />JULY 21,2008-2:00 PM <br /> <br />1. MEETING TO ORDER <br />Commissioner Vern Bennett called a meeting of the Road Advisory Committee to order <br />at 2:00 PM on Monday July 21, 2008, in the Commission Room, Cass County <br />Courthouse. Members were present as follows: Vern Bennett, Ken Pawluk, Scott <br />Wagner, Darrell Vanyo, Keith Berndt, Robyn Sorum, Rich Sieg, Jurgen Suhr and Mark <br />Johnson. Scott Saewert was absent. <br /> <br />2. 2008 CONSTRUCTION PROJECTS PROGRESS REVIEW, Discussion <br />Mr. Berndt distributed an updated map detailing the construction projects underway for <br />2008 and proposed projects for 2009. Mr. Berndt reported the two largest projects for <br />2008 are the Cass County 17 and Cass County 10 projects. Construction is in progress <br />on the roundabout on Cass 17. Work is moving ahead to widen the roadway for turning <br />lanes. The downtown area in the City of Horace is closed to through traffic as pavement <br />has been removed for the installation of curbing and a concrete roadway. Cass County <br />purchased a barn from Mr. Martin to allow for roadway expansion. A house and fence <br />on the property will remain as they stand. Within the next three weeks three legs of the <br />roundabout should be finished and ready for use. The east bound leg will need <br />additional time to allow for construction work on the bridge. Cass 17 north of Horace <br />will be closed for approximately two weeks for construction and Cass 17 south of Horace <br />will be shut down for one day for pipe replacement. <br /> <br />Work on Cass County 10 is progressing. Construction was halted on Friday extending <br />through the weekend as the result of a fatal construction accident. Weather permitting <br />the project should be completed in approximately one week. <br /> <br />The Perley Bridge project is on schedule. A project to add turn lanes to Cass County 10 <br />west of Casselton at the intersection with Cass County 23 will begin and take <br />approximately six weeks to complete. <br /> <br />3. POTENTIAL 2009 CONSTRUCTION PROJECTS, Discussion <br />Mr. Berndt is working on the 2009 construction budget. One project is an 8 mile section <br />of Cass County 4. Two options were outlined the first being asphalt overlay with a <br />projected cost of $200,000 per mile. Asphalt has a 20 year life and would require two <br />chip seal coats during that time with a projected cost of $25,000 per mile per chip seal. <br />The other option is white topping in which a five inch layer of concrete is placed over the <br />existing asphalt. This method is projected to cost $300,000 per mile, however; the <br />concrete would last 30 to 40 years and is a one time investment. Mr. Berndt said the <br />federal aid is capped so additional federal dollars would not be possible. He will provide <br />recommendations on projects and funding sources during the budgeting process. <br /> <br />Additional 2009 projects may include some construction on Cass County 26. <br /> <br />Funding for bridge construction and maintenance needs to be addressed as well. <br />Following bridge inspections, 25 bridges were rated as code 3. Maintanenance has <br />been performed on some of the bridges so the list is now smaller, however issues exist. <br />
