<br />Commission Minutes-July 21 , 2008 3383 <br /> <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to authorize the chairman <br />to sign the 2009 board of prisoner contracts with West Fargo City; <br />Barnes County; Dickey County; Griggs County; LaMoure County; <br />Richland County; Sargent County; Steele County; and Traill County. <br />Discussion: State's Attorney Birch Burdick asked how prisoners will be <br />processed from jurisdictions that do not contract with the county. <br />Sheriff Laney said his department will handle this kind of request on a <br />case by case basis, but feels strongly that an agreement should be in <br />place. On roll call vote, the motion carried unanimously. <br /> <br />11. SHERIFF'S DEPARTMENT, Discussion about newlv formed General Orders <br />Sheriff Laney said the Cass County Jail has a very detailed policy and procedures <br />manual and when he was elected, one goal was to develop a manual of General <br />Orders for the Sheriff's Department. He said information was gathered from the <br />National Sheriffs' Association as well as the International Association of Chiefs of <br />Police (IACP) when drafting the document. The manual includes specific topics with <br />specific rules and he commended Sergeant Gail Wischmann and Lori Jones, who <br />were instrumental in its development. The next task is for each unit to develop a <br />procedures manual. <br /> <br />Commissioners commended Sheriff Laney and said the General Orders were well <br />done and comprehensive. Comments were made regarding the formal complaint <br />process; vehicle usage; and compensation for the canine. Sheriff Laney responded <br />to each comment from the board and said the manual is a working document and <br />changes will be made as needed. <br /> <br />12. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve Voucher No. <br />228,201 through Voucher No. 228,624. On roll call vote, the motion <br />carried unanimously. <br /> <br />13. COUNTY RECORDS MANAGEMENT; EXTENSION SERVICE DEPARTMENT HEAD; <br />BUDGET HEARINGS; STATE'S ATTORNEY TRIAL, Committee reports <br />Mr. Wagner attended the National Association of Counties (NACo) convention last week. <br />He participated in a workshop on county records management in the digital age and <br />paperless filing systems. The workshop leader works for a county which has gone entirely <br />paperless and has been able to convert vacant record storage into office space. He said <br />the building committee discussed record storage and paperless filing systems at their last <br />meeting and he would like to invite the speaker to a future building committee meeting <br />(possibly via conference call) to give a presentation on this topic. <br /> <br />Mr. Vanyo received additional information from Brad Cogdill regarding the process used to <br />select a new department head for Extension Services. The information was provided to all <br />commissioners for their review. <br /> <br />Mr. Pawluk asked the board about budget hearings and about which agencies need to <br />attend budget hearings next month.
