<br />Commission Minutes-July 21, 2008 3382 <br /> <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded that Abatement #4321 for <br />Fran Snelgrove be lowered to $135,000, as recommended by Stanley <br />Township and the Director of Equalization. On roll call vote, the motion <br />carried unanimously. <br /> <br />9. ATTENDANT CARE PROGRAM, Continue rent-free arranaement with Lutheran Social <br />Services <br />Bonnie Johnson, County Administrator, said the board tabled this item at the last meeting in <br />order to obtain information from other counties regarding their attendant care programs and <br />to gather cost estimates for space rental at the Cass County Annex. Janell Regimbal and <br />Christi Ireland from Lutheran Social Services (LSS) were present, as well as Sheriff Paul <br />Laney, and Social Services Director Chip Ammerman. <br /> <br />Mrs. Johnson sent a questionnaire to Burleigh, Grand Forks and Ward Counties and all <br />three have attendant care programs which are administered by a third party. Burleigh and <br />Grand Forks Counties pay operational expenses for attendant care and both are housed <br />outside county buildings. Ward County provides space but does not pay operational <br />expenses. She included a blueprint of the space currently used at the Cass County Annex, <br />which totals approximately 270 square feet. The county auditor suggested an estimate of <br />$12 per square foot be used, for a total of $3,240 per year to rent space at the Annex. <br /> <br />Mrs. Johnson and Sheriff Paul Laney believe the current location is the best alternative for <br />attendant care. Mrs. Johnson said with Social Services managing the placement of <br />children, she believes the county would see a reduction in the number of juveniles placed in <br />attendant care. <br /> <br />Mr. Wagner questioned the difference in cost to place juveniles in attendant care versus <br />shelter care. He wants the county to use the most cost effective and efficient method. Mr. <br />Ammerman said the board has two options: 1) approve a budget adjustment and use funds <br />from another line item to cover the costs; or 2) use a safe home, such as the Dakota Boys <br />and Girls Ranch, for shelter care. Mr. Ammerman said this item will be discussed at the <br />next Social Service board meeting and he plans to include a line item for the attendant care <br />program in the 2009 budget. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to continue the rent-free <br />arrangement and allow Cass County Social Services to pay the monthly <br />charges for children in protective custody being held at the Attendant <br />Care location. On roll call vote, the motion carried unanimously. <br /> <br />10. SHERIFF'S DEPARTMENT, Authorize chairman to sian board of prisoner contracts <br />Sheriff Paul Laney said board of prisoner contracts were sent to relevant jurisdictions and <br />the majority of the contracts have been signed and returned to the county, except for the <br />City of Fargo. The agreements with the City of West Fargo and Fargo were revised to <br />reflect some language that did not pertain to the cities. Also, negotiations were held with <br />Fargo regarding the dollar amounts charged per day at the jail, which is reflected in the <br />revised contract. He anticipates Fargo will approve the agreement and will submit it for <br />consideration by the county commission. <br />
