<br />I. STATEWIDE DETENTION SUPPORT SERVICES (SDSS) OVERVIEW <br /> <br />A. Purpose <br /> <br />The purpose of the Statewide Detention Support Services (SDSS) program is to provide financial <br />incentives for the development and use of the least restrictive supervision alternatives for <br />juvenile offenders. <br /> <br />B. Program Components <br /> <br />Statewide Detention Support Services consists of three primary components: <br /> <br />~ Attendant Care: defined as the constant and direct supervision of juveniles in a <br />non-secure setting, <br />~ Detention: defined as the supervision of a juvenile within the secure setting of a facility <br />certified by the State Jail Inspector asa Juvenile Detention Center. <br />~ Transportation: for the purposes of this reimbursement program, defined as the <br />transport to either Attendant Care or Detention of a juvenile which has been identified as <br />appropriate for the applicable supervision setting. <br /> <br />C. Eligible Jurisdictions <br /> <br />Eligible jurisdictions include the 53 counties and the Indian Reservations of North Dakota. <br />Detention and Attendant Care services can be provided by one jurisdiction on behalf of one or <br />more adjoining jurisdictions. Private agencies are also eligible to provide Attendant Care on <br />behalf of a county, group of counties, or reservation if so authorized by those jurisdictions and <br />accepted by the Division of Juvenile Services (DJS), and the responsible juvenile court <br />jurisdiction. <br /> <br />D. Reporting <br /> <br />All facilities securely detaining juveniles in North Dakota are required to submit Juvenile <br />Detention Records (SFN 17080) or their electronic equivalent to the Department of Corrections <br />and Rehabilitation (Appendix A). The data submitted allows for the identification of the type of <br />setting used in the supervision of juvenile detainees. Those jurisdictions requesting <br />reimbursement through the SDSS Program will be required to complete these forms or their <br />electronic equivalent for juveniles that enter either Detention or Attendant Care. <br /> <br />Individual jurisdictions that request reimbursement through the SDSS transportation component <br />for placements in a detention or attendant care facility in another county must be able to <br />reference the appropriate placement record in their billing. <br /> <br />E, Authorized Individuals <br /> <br />All local jurisdictions implementing SDSS components are to designate an individual who is <br />authorized to approve the use of, coordinate, and direct the use of attendant care and <br />transportation services.
