<br />Cass County Commission <br />June 27, 2008 <br />Page 2 <br /> <br />However, new Statewide Detention Support Service (SDSS) Guidelines have <br />been adopted effective July 2008. These new regulations were written by <br />the North Dakota Association of Counties and the Division of Juvenile <br />Services. A copy is enclosed in your packet. <br /> <br />Accordingly, the county has been notified that LSS plans to begin charging <br />an hourly rate for children in Cass County's protective custody, who are now <br />being placed at the LSS Attendant Care facility. From 1994 until this month <br />Cass County was the only county in North Dakota to use this arrangement at <br />no cost to the county. <br /> <br />At a recent meeting with representatives of Social Services, LSS, court staff, <br />Sheriff Paul Laney and Deputy AI Kulesa, it was learned there are an <br />average of 19 children per year placed in Attendant Care who are in the <br />protective custody of Cass County. They have an average stay of 48 hours <br />each at the attendant care location. With the proposed hourly rate of $15 <br />per hour, Cass County Social Services would incur additional expenses of <br />approximately $14,000 per year. If Cass County used shelter care facilities, <br />as the other counties do, there would be additional expenses as well. <br /> <br />To offset these new costs, Cass County could consider a rent payment for <br />this space to cover expenses now being proposed for the county. The <br />existing space has been used by LSS for many years; however, Cass County <br />has had the advantage of using the space for its own services as well. <br /> <br />Monthly property rental would include the square footage, electricity, heat, <br />water, garbage, parking, and general maintenance, including painting and <br />carpet cleaning. <br /> <br />At the commission meeting, I hope to have either Christi Ireland or Amy <br />Brooks from LSS available to discuss any questions you may have. <br /> <br />cc: Sheriff Laney <br />Deputy AI Kulesa <br />Christi Ireland <br />Amy Brooks <br />Lisa Jahner, NDACo <br />Chip Ammerman <br /> <br />SUGGESTED MOTION: <br />Move to establish a monthly rent payment for Lutheran Social Services for the <br />attendant care facility located in the Cass County Annex in the amount of$ <br />per month effective July 1, 2008. <br /> <br />OR <br /> <br />SUGGESTED MOTION: <br />Move to continue the rent-free arrangement and allow Cass County Social Services <br />to pay the monthly charges for children in protective custody being held at the <br />Attendant Care location. <br />
