<br />Final Plat Review Report -Torgerson Second Subdivision <br /> <br />An application for subdivision approval of a tract of land located in the SW % of Section 16 in <br />Normanna Township was filed in the Cass County Planning Office by Jim Gunkelman, President <br />of Ice Crystal Engineering. The purpose of the subdivision is to plat one lot. The plat is <br />approximately 8.906 acres. <br /> <br />Applicant: Jim Gunkelman, Ice Crystal Engineering <br /> <br />Phone: 701-428-9882 <br /> <br />Analvsis <br /> <br />The proposed subdivision is approximately 8.906 acres and would be divided into one lot, for <br />industrial development. The development will consist of one building containing an office, <br />production, and warehouse. Improvements to the property will consist of a new access drive <br />and a private parking lot for employees; a landscape buffer is not necessary because the <br />property is not adjacent to residential properties or residentially zoned parcels. The subdivision <br />access is off of Cass County Highway 15 and will be centered at the % section line with a future <br />public road as dedicated in the plat. The subdivision plans to connect to the Kindred Sanitary <br />line and Cass Rural Water Users line. The plat is currently within Zone X, indicating minimal <br />flood concerns. <br /> <br />Comprehensive Plan Consistency: The developer has agreed to the County's 1:40 density <br />restriction and will deed restrict the remaining acreage in the adjacent parcel. <br /> <br />Design standards not met include: <br />None noted <br /> <br />Review Aaencv Comments <br /> <br />Cass County Enaineer - none to date <br />County Sanitarian - N/A - Developer is connecting to Kindred sanitary line <br />Township - favorable indications and support from Normanna Township Zoning Administrator <br />Cass Rural Water - none to date <br />Cass County Electric - none to date <br />Water Resource District - none to date <br />Qwest - No comment - Plat OK - 5/14/08 <br />Public Comment - none to date <br /> <br />Recommendation <br /> <br />Final plat would need to include all the requirements for final plat, plus the following: <br /> <br />1. Provide Copy of North Dakota Department of Health Construction Activity Permit <br />4. Completed Appendix 13 (Certificate of Ownership) <br />5. Completed Appendix 14 (Deed Restriction) <br />6.
