<br />Building Committee-October 10, 2007 2 <br /> <br />Foss has recommended the contract include $7,000 for an additional scope <br />review of the county space survey conducted last year and to look at any <br />changes that may have occurred since the survey was completed. Mr, <br />Hoganson said he will be personally involved with the planning and design <br />process and will supervise the project. There was discussion about a fee scale <br />and how it relates to the percentage paid if the cost of the building either <br />increases or decreases, Mr, Burdick suggested if the project scope changes, the <br />fee be reviewed at that time, <br /> <br />The committee discussed hiring a consultant with knowledge of both security and <br />court room designs. Foss hired Kimme & Associates during construction of the <br />Cass County Jail. Mrs. Johnson believes a security consultant is needed for the <br />courthouse addition to address holding and transporting of inmates, She <br />endorses Kimme & Associates, who also have experience and expertise in court <br />room designs. The amended contract at 7,5% does not include costs for <br />consulting services and Mr. Hoganson said he would need to speak with Dennis <br />Kimme to determine what additional consulting fees may be necessary, <br /> <br />Mr. Montplaisir asked how information technology issues associated with a new <br />building (i.e. power supply and air/cooling systems) would be addressed. Mr, <br />Hoganson said their firm works with Ulteig Engineering, who has an I.T. <br />department capable of meeting these needs. <br /> <br />Mr, Wagner said the county needs to consider space priorities as well as <br />financial resources for a new addition. He said unfortunately there are more <br />needs than space available, <br /> <br />Mr. Wagner asked whether a new contract is necessary or if an addendum to the <br />current contract is sufficient. Mr, Burdick and Mr. Hoganson feel an addendum is <br />appropriate in this situation. Mr. Wagner suggested Mrs. Johnson and Mr, <br />Montplaisir meet with Mr. Hoganson during the review of space surveys to help <br />assist with the process. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Montplaisir seconded to request <br />Foss Architecture & Interiors draft an addendum to the <br />original contract for the Courthouse West Addition to submit <br />to the Building Committee for review before final approval by <br />the County Commission. Motion carried. <br /> <br />Mr. Hoganson said he will contact Dennis Kimme from Kimme & Associates and <br />anticipates a draft will be available by the end of next week for Mr. Burdick and <br />Mrs, Johnson to review with a final copy of the addendum for consideration at the <br />next committee meeting, <br /> <br />4. OTHER BUSINESS <br />Mr. Montplaisir said a lease between Cass County and Head Start for a building <br />located in north Fargo expires next month and the county will have to make a <br />decision about use of the space. <br />
