<br />Building Committee-October 10, 2007 1 <br /> <br />CASS COUNTY BUILDING COMMITTEE <br />OCTOBER 10, 2007-4:00 PM <br /> <br />1. MEETING TO ORDER <br />Committee Chairman Scott Wagner called the Cass County Building Committee <br />meeting to order on Wednesday, October 10, 2007, at 4:00 PM with the following <br />members present: County Commissioner Darrell Vanyo; County Auditor Michael <br />Montplaisir; County Administrator Bonnie Johnson; East Central Judicial District <br />Judge Doug Herman; and County Commissioner Scott Wagner. Also present <br />were State's Attorney Birch Burdick and Architect Rick Hoganson, Foss <br />Architecture & Interiors. <br /> <br />2. MINUTES APPROVED <br />Judge Herman asked for a clarification on minutes from the last meeting held <br />September 12th. The paragraph in question reads as follows: "Judge Herman <br />suggested Foss Architecture & Interiors work with a consultant, such as the <br />National Center for State Courts, who specialize in court room design needs. <br />Mrs, Johnson said an architect from the national center was used during the <br />preliminary phase to consider the court's needs," <br /> <br />Judge Herman wants to clarify the committee is not ruling out the use of a <br />consultant this time when considering a courthouse addition. He spoke with <br />Chief Justice Gerald VandeWalle and the state may be able to provide some <br />funds to help pay for a court consultant. Committee members were open to <br />discussion on this issue, <br />MOTION, passed <br />Judge Herman moved and Mr. Vanyo seconded that the <br />minutes of the previous meeting be approved as written. <br />Motion carried. <br /> <br />3. CONTRACT FOR PROFESSIONAL SERVICES, Addendum to be drafted <br />Mr, Wagner said after the last meeting, he sent a letter to Architect Rick <br />Hoganson from Foss Architecture & Interiors requesting the original contract from <br />2001 be reviewed to help determine what modifications may be needed in order <br />to move forward with the process, <br /> <br />Mr. Hoganson said cost for the initial project scope was $4,926,000 but after the <br />schematic design process was increased to around $9 million. If the county <br />chooses to proceed with the contract, his firm will re-evaluate and incorporate the <br />current space needs into the project. He also recommends a consultant be <br />considered to help integrate security at the existing jail facility into a security <br />system at the new addition. <br /> <br />Mr. Hoganson said based on the original contract budget of $4.9 million, the lump <br />sum to be paid to Foss Architecture is 7,75% of construction expenses, Since <br />the project cost increased to $9 million, the percentage for their services will <br />decrease to 7,5%. The county previously paid Foss Architecture $57,369.27 and <br />this amount will be credited to future professional services for the project. <br />
