'\ / -;- Jc z.tJY'J-,rW- MEMORANDUM OF UNDERSTANDING BETWEEN 319tb SECURITY FORCES SQUADRON GRAND FORKS AIR FORCE BASE AND CASS COUNTY SHERIFF'S DEPARTMENT CCg~}> 1. PURPOSE: The purpose of this Memorandum of Understanding (MOU) is to establish , policies and administrative procedures between the 319th Security Forces Squadron (319 SFS), Grand Forks Air Force Base, North Dakota, and the Cass County Sheriff's Department, North Dakota. This MOU allows for joint training and mutual assistance between both agencies, 2. JURISDICTION: GF AFB is a closed base with proprietary jurisdiction. Proprietary jurisdiction is defined as: The Federal government has acquired some right or title, but the state has retained sole authority to legislate over the area. Chief, Security Forces works closely with the installation staff judge advocate and local civil authorities to establish protocols for handling civilian violators. The Department of Defense has inherent jurisdiction over military members. Any questions regarding jurisdiction may be resolved by contacting one of the following: a.
