<br />Commission Minutes-April 7, 2008 3345 <br /> <br />per day rate is still used for federal prisoners as this contract can only be negotiated every <br />five years. Mr. Vanyo asked how often rates can be changed. Mr. Laney responded he is <br />proposing the adjustment at this time so jurisdictions can be notified and the rates can be <br />included in the 2009 budgeting process. The new rates will not take effect until January 1, <br />2009. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to adopt a jail inmate daily <br />rate of $75 for county jurisdictions and $85 for outside jurisdictions. On <br />roll call vote, the motion carried unanimously. <br /> <br />8. EMERGENCY MANAGEMENT BUDGET ADJUSTMENT, Approved <br />Dave Rogness, Emergency Manager explained that anticipated grant funds were not <br />included in the 2008 budgeting process. Upon reviewing the grant amount authorized, Mr. <br />Rogness is asking for an Emergency Management budget adjustment as follows: 2008 <br />Emergency Management Program $79,602; 2007 Homeland Security $67,506; 2007 <br />CBRNE grant $380,000 totaling $527,108. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve a budget <br />adjustment of $527,108 to revenue account 101-3701-331.55-03 and to <br />expenditure account 101-3701-427.74-12. On roll call vote, the motion <br />carried unanimously. <br /> <br />9. ROAD DEPARTMENT, County Hiahwav 17 desian for modern roundabout intersection <br />authorized <br />Keith Berndt, Cass County Engineer said the Road Advisory Committee met on March 17, <br />2008 and recommended the county proceed with a modern roundabout intersection at <br />County Road 17 and 52nd Avenue. The committee also asked Mr. Berndt to verify that it <br />was agreeable with the City of West Fargo. Mr. Berndt reported that he met with the City <br />Administrator, Public Works Director and City Engineer from West Fargo and they were not <br />opposed to the roundabout. They were also aware that the previous agreement with Cass <br />County specified that Cass County would make a design decision regarding the intersection <br />so they did not feel it needed formal approval by the city. <br /> <br />The previous agreement with West Fargo indicated that West Fargo would pay $250,000 <br />toward the intersection project. It included a provision that Cass County would provide <br />$100,000 for the replacement of the 32nd Avenue bridge at the Sheyenne River. As the <br />bridge project has been placed on hold indefinitely West Fargo offered to pay $150,000 at <br />the present time. Mr. Bennett questioned why West Fargo is not paying the additional <br />$100,000 at this time. Mr. Berndt stated the bridge project is on hold due to lack of federal <br />funds. When funds become available West Fargo will assume the responsibility. Mr. <br />Pawluk asked about the flow of funds and if Cass County paid $250,000 to West Fargo. Mr. <br />Berndt said that in each 2005 and 2006 Cass County paid $250,000 for improvements on <br />north Cass County 17. Cass County will need to fund $100,000 of the roundabout project. <br />Mr. Berndt is comfortable with the 2008 budget and feels the budget will allow for the <br />roundabout construction. He plans to open bids in May. Mr. Vanyo asked if there is need to <br />put something into writing with West Fargo. Mr. Berndt agreed to prepare an amendment to <br />the previous agreement to reflect that Cass County would not be required to pay $100,000 <br />toward the future bridge replacement since West Fargo's contribution to the intersection <br />would be reduced to offset that amount. <br />
