<br />Commission Minutes-April 7, 2008 3341 <br /> <br />k. Authorize Sheriff Paul D. Laney to sign a Memorandum of <br />Understanding with the Department of Air Force to allow for joint <br />training and mutual assistance between the Grand Forks Air Force <br />Base and Cass County Sheriff's Department. <br />I. Contract approval <br />Tri-State Striping-striping projects on various county highways <br />for 2008; <br />Roadway Services-crack, clean and seal projects on various <br />county highways for 2008; <br />Morris Sealcoat & Trucking, Inc.-chip seal projects on various <br />county highways for 2008; <br />Discovery Benefits-cafeteria plan for flexible benefits program; <br />J & J Spraying LLP-weed spraying right-of-way contract for 2008 <br />and 2009; <br />Walker's Lawn Care LLC-weed spraying right-of-way contract <br />for 2008 and 2009; <br />North Dakota Department of Transportation-construction and <br />maintenance agreement for bituminous overlay project from <br />Mapleton east 6.96 miles; <br />City of Fargo and City of West Fargo-2008 mosquito control <br />agreements; <br />Rural cities, subdivisions and organizations-2008 vector control <br />contracts as received; <br />Haberman Lawn Service-mowing services for county-owned <br />land. <br /> <br />6. HEAD START BUILDING BID RECOMMENDATION, Bid from Great Plains Properties, <br />accepted <br />Mr. Wagner served as chairperson for the Head Start Building Recommendation <br />Committee. He briefed the commission on a meeting of the committee held on Thursday <br />April 3, 2007. Mr. Wagner stated that committee members were: Vern Bennett and himself, <br />representing the Cass County Commission; Dr. Claire Strom, Fargo Preservation <br />Commission; Mike Montplaisir, Cass County Auditor; and Tracy Walvatne, Horace Mann <br />Area Neighborhood Association. Cass County States' Attorney Birch Burdick was also <br />present. <br /> <br />Seven bids were received for the Head Start building ranging from $1.00 to $123,000. Six of <br />the bidders were present at the meeting. The committee used the following criteria when <br />considering the bid proposals; dollar amount of bid; adaptive reuse of building; scope of <br />project and financial viability of the project. Mr. Burdick reviewed bid laws as outlined in the <br />North Dakota Century Code with the committee. Linda Graff, Fargo Historic Society sent a <br />letter and spoke in support of the artist co-op. Public comment was heard supporting various <br />bid proposals. Committee members were allotted time to state their opinion also. Mr. <br />Wagner said the committee could not reach a consensus on one bid and therefore began <br />the process of elimination using the criteria set forth and agreed on recommending the three <br />following bids to the commission for consideration: Lloyd Sampson, Great Plains <br />Properties, $123,000; Donald Kounovsky, $25,555.55; and Kevin Bartram, Sterling <br />Companies, Inc., $25,000. The bidders were informed that the commission would have the <br />final decision and all bids would be open to consideration by the commission. The three <br />
