<br />Road Advisory Minutes-March 17, 2008 2 <br /> <br />islands and surrounding pavement would need replacing, however; the central <br />roundabout area could be used and an estimated 75% of the approach islands could be <br />saved. The estimated cost savings is $205,000 assuming a 3% inflation rate through <br />2018. Due to the close proximity of the bridge future profile grades remain uncertain. <br />The roundabout profile grades will need to be modified to match the future county 17 <br />and 52nd Avenue profile. Based on 2018 dollars the total estimated savings is $270,000. <br />The 2018 estimated savings of $270,000 requires an additional expenditure in 2008 of <br />$190,000 thus bringing the net savings to $15,000 in 2018 dollars. <br /> <br />The estimated cost to construct a traditional intersection and signalize it is $175,000, <br />with a projected annual electrical expense of $360 and maintenance cost of $850. <br /> <br />Mr. Wagner questioned whether there would be an advantage to constructing a single- <br />lane roundabout taking into consideration that in the future the intersection may lay <br />within the jurisdiction of either Horace or West Fargo. He was informed that this will not <br />be an issue for some time. Mr. Berndt said some of the right of way has been obtained <br />and additional right of way will be obtained in the near future. Mr. Suhr asked if a single- <br />lane roundabout would be feasible for large equipment. Mr. Lane said that an inside <br />area would allow for wider and longer vehicles. He stated the location of the roundabout <br />would not change if the bridge were to be reconstructed although the grade may change <br />and a portion of the road may need to be readjusted. Mr. Berndt said the bridge <br />redesign could be set by the elevation of the roundabout. <br /> <br />Mr. Vanyo is concerned with public opinion if the intersection were to be reconstructed in <br />10 years thus wasting taxpayer dollars. He also questioned if the 2008 budget is able to <br />accommodate this project. Mr. Berndt assured committee members the project would be <br />within the budget. Mr. Pawluk asked if West Fargo is aware of this project. Mr. Berndt <br />has contacted the West Fargo city engineer. Mr. Wagner asked about public notification. <br />Mr. Berndt stated if the committee agrees to proceed, a public meeting will be held in <br />Horace. Mr. Pawluk asked if the committee were to choose option #3 what time frame <br />would there be until signalization is needed. Mr. Lane responded that at the present <br />growth rate approximately three to five years. Mr. Wagner expressed safety concerns <br />with rush hour traffic. <br /> <br />Mr. Pawluk asked if the above cost estimates included right of way costs. Mr. Berndt <br />said that option #2 included an additional $40,000 for right of way. The balance of the <br />right of way required for any of the options was not included in the above listed <br />estimates. Right of way in the northeast quadrant of the intersection as been acquired <br />and negotiations are in progress for the remaining quadrants. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Berndt seconded to recommend Option #2: to <br />construct a roundabout in permanent location for $241,000 + <br />$190,000=$431,000. Discussion: Mr. Saewert asked for clarification of the <br />additional $190,000. Mr. Berndt said this would be used for the realignment of <br />the road, designed with center of double-lane roundabout but the approach is <br />single-lane. Forty thousand of the estimated $190,000 is for acquisition of right <br />of way property. The additional $150,000 is the estimated cost for aligning the <br />road. Mr. Suhr expressed concern with entering the roundabout from the east <br />or west during rush hour traffic. Mr. Lane replied it does not appear that it <br />
