Suite 500 <br />Fargo, ND 58102 <br />701.364.1900 <br />Fax 701.293.7819 <br /> <br />February 15,2008 <br /> <br />Ken Pawluk <br />Cass County Board of Commissioners <br />211 9th St. S. <br />Fargo, ND 58108 <br /> <br />Dear Chairman Pawluk, <br /> <br />On behalf of the Growth Initiative Fund (GIF) board of directors, I would like to pledge <br />the board's complete support of Resolution #2008-4, Regarding Sales Tax for Economic <br />Development, as drafted by the Sales Tax Resolution subcommittee. <br /> <br />We fully endorse the Sales Tax Revenue Governance Rules and the process for amending <br />the Growth Plan. We feel that this resolution creates a sound structure and governance <br />model that will allow the County to implement the Growth Plan while maintaining a <br />transparent system of checks and balances that is necessary to safeguard public funds. <br />Such a structure will endure changes in GFMEDC staff and Cass County Commissioners. <br /> <br />The half-cent sales tax will assist our community in implementing the Growth Plan to <br />promote a growing and vibrant economy by increasing high-wage opportunities for all <br />the County's citizens. The GIF accepts its responsibility to approve or reject proposals of <br />the GFMEDC executive committee, and to act as owner of physical assets that may arise <br />through duly authorized expenditures of the sales tax funds. The board also accepts the <br />accountability to the citizens of Cass County that accompanies this responsibility. <br /> <br />Again, on behalf of the GIF board of directors, I fully endorse Resolution #2008-4. <br /> <br />Sincerely, <br /> <br />~~. <br /> <br />Scott W.
