<br />Harwood Pedestrian and Bicycle Crossing Study - 2007 <br /> <br />Like the SRTS program the TE funds are available through a competitive process. The <br />TE applications are usually due late September. Unlike the SRTS funds, TE funds are not <br />100% federally funded. Federal aid is available only to a limit of 80% and the remaining <br />costs have to be covered by a local match. <br /> <br />Since this project caters to bicycle and pedestrian facility improvements, the City of <br />Harwood is eligible to apply for them. Again, being a City with a population less than <br />3000, the sponsor applicant would be Cass County. <br /> <br />Surface Transportation Program <br /> <br />These funds may be used for either the construction of transportation related bicycle and <br />pedestrian facilities or safety related non construction projects. Like TE funds federal aid <br />is available only to a limit of 80% and the remaining costs have to be covered by a local <br />match. Cass County would be the sponsor applicant since the City has a population less <br />than 3000. <br /> <br />National Highway System <br /> <br />These funds may be used for any transportation related bicycle or pedestrian facility on <br />land adjacent to any highway on the National Highway System. The City of Harwood can <br />apply for these funds through Cass County for the 1-29 Overpass improvements. <br /> <br />NDDOT is planning two road improvement projects approximately 9.8 miles of <br />Interstate 29 from the North Fargo Interchange to Aurgusville Interchange, for the <br />northbound and southbound roadways. The study recommends that City of Harwood <br />coordinate with NDDOT on the inclusion of recommended pedestrian improvements on <br />the ]-29 Overpass into one of these two projects. <br /> <br />Other Funding Recommendations and Project Implementation <br /> <br />The City of Harwood Should: <br /> <br />.!J Apply for supplemental Transportation Enhancement Funds in the fall of 2007 <br />~ Apply for supplemental Safe Routes to School (SR2S) Funds in 2008 <br />.!J Apply for supplemental Transportation Enhancement Funds in 2008 <br />~ City of Harwood should begin to annually set aside the necessary local funds to <br />match potential future federal grants. <br /> <br />Fargo - Moorhead Metropolitan Council of Governments <br /> <br />- 21 - <br />
