<br />Harwood Pedestrian and Bicycle Crossing Study - 2007 <br /> <br />6. Funding Sources <br /> <br />The various funding sources available for getting this project implemented in whole or in <br />phases are: <br /> <br />Safe Routes To School <br /> <br />The Safe Routes to School (SRTS) is a national program established in August 2005 as a <br />part of the Federal Highway Transportation Bill to enable and encourage kids to walk andl <br />bike to school. This program is specifically targeted at elementary and middle schools <br />(K-8). <br /> <br />The North Dakota Department of Transportation (NDDOT), through the Local <br />Government Division, is administering the program and is expected to receive' <br />approximately $1 million dollars in federal monies each year for five fiscal years fori <br />infrastructure and non-infrastructure projects. I <br /> <br />SRTS funds are available through a competitive application process. The applications are <br />usually due in early April. To ensure the program is available to a broad spectrum of <br />groups, both public and nonprofit entities are eligible SRTS grant recipients. Projects by' <br />nonprofit organizations are recommended to be in partnership with a state or local I <br />government or school district. Board of County Commissioners, a City, Bureau ofIndian I <br />Affairs, or a School District is eligible for submitting applications. <br /> <br />All SRTS projects are 100% federally funded for eligible items, to the limit of the project <br />award with no matching funds required. The SRTS program is a cost-reimbursement <br />program, which means recipients of the funds will front the cost of the project and will be <br />reimbursed from the state DOT upon completion. On infrastructure projects, cost <br />overruns may be the responsibility of the local government. Costs incurred prior tol <br />federal authorization are not eligible for reimbursement. SRTS funds cannot be used as <br />20% local match for other federal funding programs. i <br /> <br />Since Dakota A venue is a major route for children attending the Harwood Elementary <br />School, the City of Harwood is eligible to apply for these funds. In April 2007, the City <br />of Harwood applied for the SRTS funding and is awaiting results. The sponsor applicant <br />is Cass County since Harwood is a city with a population less than 3000. <br /> <br />Transportation Enhancement Activities <br /> <br />Transportation Enhancements (TEs) are transportation-related activities that are designed <br />to strengthen the cultural, aesthetic, and environmental aspects of the Nation's intermodal <br />transportation system.
